The People's Committee of Vinh City is addressing the issue raised in the report.

(Baonghean)The Nghe An Newspaper, in its June 10, 2013 issue, under the "Hotline Information" section, published the opinion of residents on Ngu Hai Street, Vinh City, reflecting that BigC supermarket was accumulating waste on the pedestrian walkway of Ngu Hai Street and that employees were using the sidewalk to scrub containers and discharge dirty water...

On July 3, 2013, the People's Committee of Vinh City issued a document requesting the Department of Natural Resources and Environment to take the lead in coordinating with the Department of Urban Management, the Environmental Crime Prevention Police Team of Vinh City Police, and the People's Committee of Quang Trung Ward to inspect and resolve the issues raised by the people. Based on the results of the meeting with EB Co., Ltd. (owner of BigC Vinh supermarket), on July 10, 2013, the People's Committee of Vinh City issued Document No. 2898/UBND-TNMT in response to Nghe An Newspaper as follows:

- The complaints from residents along Ngu Hai Street reported in Nghe An newspaper are entirely true. However, at the time of inspection, EB Vinh Co., Ltd. had already disposed of waste and washed containers in the basement of BigC Vinh Supermarket, and committed to not accumulating household waste, washing containers, or discharging wastewater in the Ngu Hai Street corridor area. EB Vinh Co., Ltd. has contracted with an environmental sanitation unit to collect and transport household waste for proper disposal.

- To ensure that the collection, consolidation, transportation of waste and wastewater treatment comply with regulations, do not cause environmental pollution, and do not affect urban order and the lives of the people, the Vinh City People's Committee requests EB Vinh Co., Ltd. to strictly implement the following: Immediately cease using the sidewalk of Ngu Hai Street to wash containers, consolidate waste, and transport waste; and restore the sidewalk of Ngu Hai Street (the section passing through BigC Vinh supermarket) to its original condition. Arrange a waste collection point within the company premises to ensure environmental hygiene; collect, transport, and treat waste in accordance with the law; thoroughly collect and treat wastewater to meet environmental protection requirements before discharge, strictly prohibiting the direct discharge of untreated wastewater into the environment; and strictly implement environmental protection and waste management measures as prescribed by law.

- Assign the People's Committee of Quang Trung Ward to preside over and coordinate with the Urban Management Department, the Urban Inspectorate, and the Environmental Crime Prevention Police Team of the City Police to inspect and monitor the implementation of the above-mentioned contents by EB Vinh Co., Ltd.; handle or advise the City People's Committee on handling violations of environmental protection and urban order in accordance with regulations.

- The Department of Natural Resources and Environment is tasked with inspecting and monitoring the implementation of environmental protection measures, promptly advising the City People's Committee on handling or reporting to the Provincial People's Committee and the Department of Natural Resources and Environment on handling environmental protection violations by EB Vinh Co., Ltd. during its production and business activities.
