Subjects and rates of wastewater fees in Vinh City.

(Baonghean) - (Resolution No. 90/2013/NQ-HĐND, dated July 17, 2013, of the 16th term of the Nghe An Provincial People's Council, 9th session).

Article 1. Scope of application

This resolution stipulates the subjects and rates of wastewater fees in Vinh City, Nghe An Province.

Article 2. Scope of Application

1. Organizations, individuals, and households in Vinh City discharge wastewater into the centralized drainage system.

2. Organizations, individuals, and households that have already paid wastewater discharge fees under this regulation are not required to pay environmental protection fees for domestic wastewater as stipulated in Resolution No. 72/2012/NQ-HĐND dated December 13, 2012, of the Provincial People's Council.

Article 3. Fee Rates

1. Revenue level:

a) In 2013 and 2014, the fee was determined as 32% of the total costs of managing, operating, and maintaining the drainage and wastewater treatment system, collection costs, depreciation costs of all assets, and the standard profit margin, specifically:

- For households and individuals: 800 VND/m3 of wastewater.

- Administrative and public service agencies, hospitals, schools, and armed forces (non-business activities): 1,200 VND/m3 of wastewater.

- Service businesses: 2,900 VND/m3 of wastewater.

- For manufacturing facilities: 1,500 VND/m3 of wastewater.

b) In 2015, the fee was determined as 50% of the total costs of managing, operating, and maintaining the drainage and wastewater treatment system, collection costs, depreciation costs of all assets, and the standard profit margin.

c) In 2016, the fee was determined as 70% of the total costs of managing, operating, and maintaining the drainage and wastewater treatment system, collection costs, depreciation costs of all assets, and the standard profit margin.

d) From 2017 onwards, the fee will be determined by 100% of the total costs of managing, operating, and maintaining the drainage and wastewater treatment system, collection organization costs, depreciation costs of all assets, and the standard profit margin.

2. Based on the annual fees collected, the provincial budget will allocate funds to compensate for the shortfall in expenses for the unit managing and operating the drainage and wastewater treatment system, as stipulated.

Article 4. Implementation

The Provincial People's Committee is tasked with implementing this Resolution.

Article 5. Effective Date

This resolution was adopted by the Provincial People's Council, 16th term, 9th session, on July 17, 2013, and takes effect 10 days after its adoption.
