Ministry of Natural Resources and Environment continues to innovate land policies and laws
According to many delegates, state management of land still has many limitations, especially in land use planning and land valuation.
This morning, in Hanoi, the Ministry of Natural Resources and Environment organized a dissemination of Resolution 19 on "Continuing to innovate land policies and laws during the period of comprehensively promoting the renovation process" and Resolution 24 on "Proactively responding to climate change, strengthening resource management and environmental protection".
According to many delegates, state management of land still has many limitations, especially in land use planning, land valuation, compensation, site clearance, support and resettlement. Land use in many places is still wasteful and ineffective. Continuing to implement Resolution 19, many delegates suggested focusing on improving the effectiveness of state management of land, promoting administrative reform towards openness and transparency; developing diverse types of land services. In particular, it is necessary to build a land management system in an advanced direction, prioritizing investment in building a modern land information infrastructure and data system. Land use planning needs to enhance the synchronous connection between planning and land use plans by sector, field, territory and administrative unit; Strictly handle cases of violations of land use planning.
With Resolution 24 on proactively responding to climate change, strengthening resource management and environmental protection, delegates agreed to identify the key task as promoting the transformation of the growth model associated with economic restructuring towards green growth and sustainable development. Promote solutions on capacity building, skills for disaster prevention and climate change adaptation for all people, businesses and the whole society. Strive to basically proactively adapt to climate change, prevent natural disasters and reduce greenhouse gas emissions by 2020.
At the conference, many opinions said that the implementation of the Resolution needs to be linked to each local sector and field to create positive changes.
Deputy Minister of Natural Resources and Environment Nguyen Manh Hien emphasized: “To soon put the Resolution's policies into practice, thoroughly understanding and institutionalizing the content is especially important to create unity from awareness to action in implementing actions. Therefore, the responsibility of the sector is extremely heavy. First of all, in amending and supplementing the Law, sub-Law documents, and perfecting the apparatus from the central to the grassroots levels. Reality requires that we need to make efforts, determination, and creativity in implementing tasks and solutions. Clearly identify key and key tasks, grasp the contents of the resolution to advise the People's Committee to develop plans and action programs suitable to local conditions”./.
