The aforementioned traffic accident occurred at approximately 4:30 AM on August 15th at kilometer 402 + 100 on National Highway 1A in Cau Giat town, Quynh Luu district, Nghe An province.

It is reported that at the time of the incident, a car with license plate 37S 4405, driven by Nguyen Van Ly (residing in Do Luong, Nghe An), was traveling from Vinh to Hanoi when it was rear-ended by a motorbike at kilometer 401+800. As a result, the motorbike driver, Tran Xuan Thuy (40 years old, residing in Quang Xuong, Thanh Hoa), died instantly, and a passenger (whose identity is unknown) was injured.
