Ms. Nguyen Thi Tue Anh informed about 'Vietnam's industrialization strategy within the framework of Vietnam - Japan cooperation towards 2020, vision 2030' to businesses
The six selected industries include: electronics, agricultural machinery, agricultural and aquatic product processing, shipbuilding, environment and energy saving, automobile and auto parts manufacturing. The above strategy was approved by the Prime Minister on July 1, 2013.
Ms. Nguyen Thi Tue Anh, Deputy Director of the Central Institute for Economic Management, Head of the working group assisting the Strategy Steering Committee, said that they are currently building action plans for each industry, then continuing to select very specific sub-industries and products. For example, in the electronics industry, the focus will be on sub-industries such as office equipment, home electronics, telephones, software technology. In the agricultural and aquatic product processing industry, the focus will be on rice, coffee, vegetables, and shrimp. For the automobile and shipbuilding industries, they will focus on lines with suitable capacity to take advantage of domestic potential and resources. "In building strategies, enterprises are put at the center because if enterprises do not participate, the strategy cannot be implemented. Up to this point, Japan has a list of enterprises related to these industries that want to invest in Vietnam. However, Vietnam has not yet consulted domestic enterprises, and local authorities are still very vague," Ms. Tue Anh said.
To successfully implement the strategy, it is extremely important to continue reforming administrative procedures. In addition, the Government must have preferential credit policies for the 6 identified sectors. But most importantly, domestic enterprises must learn and master the technology.
Ms. Pham Chi Lan, an independent expert on the strategy, believes that when choosing a strategy for outstanding development, there must be a suitable policy system. And since it is a priority and specific, the number of industries should not be too many. "In the strategy, having 6 industries is already a lot compared to the initial wish of the Japanese side of only 3 industries. I also think that we should only choose a few and if we choose, we must do it thoroughly," Ms. Lan shared.
According to Ms. Lan, both sides agreed that they must meet the requirements of enterprises and must have the participation of enterprises. Therefore, from now on, Vietnam should actively consult enterprises. “Policy is not only about money, but there are many things that are bigger and more valuable than money. Once there is a good orientation and a market, there will be money. But if there is money but an administrative system that is always ready to make things difficult, it will be impossible to get good results,” Ms. Lan said.
