This content is given in the draft regulation on joint training at college and university levels, which the Ministry of Education and Training has just announced for public comments.

According to the draft, when implementing joint training without written consent from the Ministry of Education and Training, National University, Regional University; placing classes at incorrect locations according to regulations; recruiting incorrect students; and training joint conditions that do not comply with regulations, the training host institution and the training coordinating institution will be subject to administrative sanctions in the field of education, and their joint training activities will be suspended from 1 to 3 years from the date of the document handling the violation, and the heads of the training host institution and the training coordinating institution will be subject to disciplinary action according to current regulations.

Individuals who advise on the organization of training cooperation activities contrary to current regulations will be subject to disciplinary action according to current regulations and will not be allowed to participate in training-related activities for 1 to 3 years.

Handling of violations in enrollment and training in joint training activities is carried out according to current regulations of the Regulations on enrollment and training for work-study programs of the Ministry of Education and Training.

The Ministry of Education and Training will publicly announce on its website schools and provincial-level vocational training centers that violate regulations on training cooperation.

To be able to conduct joint training, the training host institution must have a document permitting the opening of a regular training program and enrolling at least 2 courses for the expected joint training program; have issued output standards and publicly announced the conditions for ensuring quality for the expected joint training program; have a team of permanent lecturers participating in teaching at least 70% of the content and volume of the training program when conducting joint training with training cooperation institutions such as universities and colleges; 100% of the content and volume of the training program for other training cooperation institutions...

For joint training facilities, it is necessary to obtain written approval from the People's Committee of the province where the joint training facility is located to carry out joint training. Ensure a pedagogical environment to carry out training activities; have specific regulations on management of teaching and learning activities; have a specialized training management department, a team of library staff, technicians and practice instructors; have a library, laboratories, practice facilities, equipment and facilities serving teaching and learning to ensure meeting the requirements of the training sector intended to be joint; have break rooms for lecturers and common rooms for students; have a floor area directly serving training owned by the joint training facility of at least 1m2/student and not affect the implementation of other training tasks of the school...

The Provincial People's Committee, central ministries and branches are responsible for directing, managing and supervising the implementation of training cooperation of facilities under their management authority according to regulations. The Department of Education and Training is the focal point to assist the Provincial People's Committee in managing cooperation activities.
