Vietnam hosts emergency disaster response drill

The exercise is based on the ASEAN Agreement on Disaster Management and Emergency Response, which includes the task of strengthening emergency disaster response and coordinating humanitarian assistance.

This exercise week is the first to test the operational capacity of the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) since its establishment in November 2011.

The drill was performed with the scenario of Super Typhoon Neptune making landfall in the provinces of the Northern Delta of Vietnam, causing widespread flooding, affecting the dike system, leaving thousands of people dead and missing, and tens of thousands of people affected by collapsed houses and isolated floods in need of urgent support.

At the strategic level, the exercise will focus on practicing, evaluating, and reviewing mechanisms for sharing and exchanging disaster information; requesting support; conducting rapid emergency assessments and receiving assistance. At the tactical level, the exercise will focus on disaster relief and relief operations by the host country Vietnam and participating ASEAN member states.

Mechanism exercises include communication exercises to inform the AHA Center and ASEAN member countries and request support; immigration (CIQ) exercises to check entry procedures for people and vehicles participating in rescue and humanitarian relief; specialized seminars to discuss Vietnam's disaster management system, the operating mechanism of the AHA Center...

Search and rescue forces of ASEAN countries coordinated drills according to specific scenarios and provided medical support at the scene. In particular, live-fire drills were organized according to scenarios of evacuation and relief for people in flooded areas; search and rescue in collapsed buildings; search and rescue in chemical incidents; and field hospitals.

Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand plan to mobilize search and rescue forces with full equipment and logistics.

In addition, observers from Japan, China, South Korea, Australia, New Zealand, the US, the United Nations, social organizations and other international agencies and organizations will also attend the exercise./.
