Improving the quality of political cadres at commune and ward levels

(Baonghean) - In the process of implementing Resolution 51-NQ/TU of the Politburo, the Vinh City Military Command has improved the effectiveness of work for the regular armed forces; at the same time, affirmed the leadership and direction role of the local Party Committee with the military agency, especially the person in charge of the military agency - the Commune Team Leader (ward and commune level).

Surpassing dozens of participants in the 2012 “Excellent Commune, Ward, and Town Political Commissar” Contest, comrade Nguyen Xuan Thang - Party Secretary and Political Commissar of the Military Command of Hung Phuc Ward (Vinh City) won first prize at all three levels: city, province, and Military Region 4. Participating in this contest, commune and ward political commissars demonstrated their steadfastness in political awareness, ability to practice political teaching, and quick response to situations arising in local political and military work.

The Provincial Military Command awarded the "Excellent Commune and Ward Political Commissar" Contest (2012) to comrades with high results.

Through the discussion, comrade Thang said: “With the support and training of the City Military Command, the Party Committees of communes and wards have proactively and actively innovated the content, form and methods of political education to gradually improve the political and military quality of the militia and self-defense forces. By participating in competitions at all levels, we have been able to exchange and improve our knowledge and skills in politics and military to better serve the assigned tasks. At the city level, we also compete in pistol shooting. This is truly an experience that brings both interesting things and increases the military skills of ward and commune-level political commissars…”.

From the success of the "Excellent Commune and Ward Political Commissar" contest in 2012, entering 2013, the Vinh City Military Command advised the City Military Party Committee to organize the "Excellent Deputy Political Commissar of Commune and Ward" contest. According to regulations, the Youth Union Secretaries of wards and communes take on the position of Deputy Political Commissar. Therefore, organizing training for this team in the form of a contest with the following contents: Preparing textbooks and political lectures; Organizing political lectures and Q&A sessions on political and defense knowledge has actively contributed to helping Deputy Political Commissars of communes and wards improve their awareness and working capacity.

Comrade Chu Hong Son - Secretary of the Youth Union of Hung Hoa commune, who won the first prize in the 2013 City Competition for "Excellent Deputy Political Commissars of Communes and Wards" said: "This is the first time I participated in this competition, and at first I was very worried. Because I have been doing the job for a long time in the locality concurrently, I do not have much experience. Through this activity, I feel more mature and have learned valuable lessons in organizing political education, ideology, and awareness of military and national defense for local youth and militia."

Talking to us, Lieutenant Colonel Vuong Kim Hai - Political Commissar of Vinh City Military Command said: "Up to this point, the city is the first unit to organize the "Excellent Deputy Political Commissar of Commune and Ward" Competition. This activity has created conditions for the Youth Union Secretaries of communes and wards to demonstrate their working capacity in the role of Deputy Political Commissar, while at the same time enhancing the exchange of learning and experience to contribute to doing well the Party work and political work at the grassroots level. This is also an opportunity for the City Military Party Committee to properly assess the quality of the team of Deputy Political Commissars to have a training plan in the coming time, contributing to training the next generation of Political Commissars for the ward and commune levels...".

Implementing the political commissar and political officer regime according to Resolution 51, requires political commissars and political officers (including deputy political commissars and deputy political commissars) to have comprehensive knowledge of scientific working methods and styles, be good at party work, political work, and must grasp and direct all military, logistics and technical activities, and be ready to coordinate with commanders to carry out tasks. With awareness and actions following that orientation, in recent years, the Vinh City Military Command has achieved many outstanding results: for 7 consecutive years, the City Military Party Committee has been recognized as "typically clean and strong", the military unit has achieved comprehensive strength, and has always been the leading unit in the Emulation movement to Win of the Provincial Armed Forces. In 2012, it was honored to be awarded the Third Class Fatherland Protection Medal by the Party and State and is striving to become a "Hero of the Armed Forces in the new era" unit.
