This is the basic content to serve as a basis for planning and allocating investment capital for infrastructure construction and supporting annual production development for extremely disadvantaged communes, border communes, and safe zone communes under Program 135 in Nghe An province in the period 2012-2015.

In 2007, the Provincial People's Council issued Resolution 186/2007/NQ-HDND stipulating the criteria and scoring methods for each criterion to determine the distribution level of Program 135 for the 2006-2010 period. The implementation of this resolution has expired, but it has also revealed some limitations such as: the difference in capital level between the commune with the most investment compared to the commune with the least investment is too high...

The delegates focused on giving opinions and determining the criteria: the rate of poor and near-poor households, the number of particularly difficult villages and hamlets, the number of households in the commune, the number of ethnic minority households in the commune, the natural area, and the specific characteristics of the draft resolution. To determine the classification of communes, the scoring of the criteria must be accurate to ensure fairness. The delegates all agreed that after calculating the total points, the communes will be classified according to the level of difficulty into 3 levels.
