This Decree applies to people going for training in majors in the field of atomic energy who meet 4 conditions: 1- Being a Vietnamese citizen studying, researching, and working in the field of atomic energy; 2- Fully meeting the selection criteria for training and education; 3- Having good moral qualities, good sense of organization and discipline, and a high sense of responsibility; 4- Having good health to participate in studying, researching, and working in the field of atomic energy.

Domestic training is tuition free

Students studying at the college level in the country are exempted from tuition fees and free dormitory accommodation; are provided with a monthly living allowance equal to 1.5 times the basic salary for officials, civil servants, and public employees (CBCCVC) if they are classified as excellent or higher; equal to 1.0 times the basic salary if they are classified as fair.

In addition to free tuition and free dormitory accommodation, domestic university students are also granted a monthly living allowance at a higher level, equal to 2.5 times the basic salary if they are classified as excellent or above; equal to 1.5 times the basic salary if they are classified as fair. The consideration of living allowance is conducted by semester of the school year, twice a year.

In addition, university students are also considered for a 6-month internship abroad if they achieve good or better academic performance in their final year of the training program. All costs of internship abroad are covered by the state budget. At the same time, these students are also allowed to continue their graduate studies and do research at home and abroad if they graduate with honors or higher. In particular, these students are given priority in being selected to work at agencies and organizations operating in the field of atomic energy, without having to go through a probationary period if they graduate with honors or higher.

Graduate students and postgraduate students studying for master's and doctoral degrees in the country are exempted from tuition fees and free dormitory accommodation; are provided with a monthly living allowance equal to 3.5 times the basic salary; their salary is maintained during the training period; they attend scientific conferences and seminars in the field of atomic energy abroad; they preside over scientific research topics at all levels; they do a 6-month internship abroad in the final year of the training program. All costs of internship abroad are guaranteed by the state budget; financial support equal to 30 times the basic salary for cadres, civil servants and public employees for a scientific work published in international scientific journals in the ISI list.

Lecturers, managers, scientists and technicians working in the field of atomic energy are allowed to participate in short-term training and development courses.

Training abroad with round-trip airfare provided

In addition to regulations on incentives and support for domestic training, the Decree also stipulates many incentives and support for training abroad.

Specifically, undergraduate students, graduate students, and postgraduate students studying majors in the field of atomic energy abroad will be granted 2 round-trip economy class air tickets for students and postgraduate students, and 1 round-trip economy class air ticket for postgraduate students during their studies to go to and from Vietnam; and will be granted passport and visa fees.

These students and trainees are also provided with living expenses equal to 1.2 times the highest living expense currently provided to Vietnamese students, graduate students and researchers studying abroad under the training projects of the Vietnamese Government; are provided with minimum health insurance as prescribed by the host country and applied to foreign citizens coming to study; are provided with airport fees, train and car fares from the airport to the training place and vice versa; and their salaries remain the same for graduate students and researchers during their study and research period abroad.

Lecturers, managers, scientists and technicians working in the field of atomic energy who are sent for short-term training and development abroad are entitled to benefits according to current regulations, and their salaries and benefits are maintained during the short-term training and development period abroad.

The Decree takes effect from December 1, 2013.
