"Three needs, two uses" at the 16th Artillery Brigade

(Baonghean) - In recent years, the 16th Artillery Brigade - Military Region 4 stationed in Quynh Luu district has launched the movement "three needs, two uses". The movement has created a widespread effect and aroused the awareness of need, thrift, and collective mastery of each officer and soldier in the entire unit.

Visiting Battalion 2 - Artillery Brigade 16 these days, everywhere you can see the enthusiastic working atmosphere of soldiers striving to complete the project of renovating the fish pond area, building a model of Dien Bien Phu battlefield, and the historic Lung Lo pass. These are projects that Battalion 2 registered to implement the movement "Three needs, two uses" launched by the brigade. The project has a total area of ​​1,600 m2 with a value of over 180 million VND. However, with a creative spirit and a sense of thrift, officers and soldiers of Battalion 2 have taken advantage of their strength and working days, going into the forests 15 km away from the unit to mine rocks, sand, and gravel to bring back to build the project. Thanks to that, the cost of raw materials has been reduced by about 50%. Through the times of "crossing mountains and forests", the soldiers of Battalion 2 not only brought back to the unit a large amount of raw materials to strengthen the barracks, but the solidarity among the soldiers also became stronger and more cohesive.

The content of the movement focuses mainly on: Thrift in spending the budget and funds; thrift in using the unit's facilities and assets; thrift in personal living expenses; making use of raw materials and supplies to avoid waste; making use of working time and work"...

Colonel Mai Van Lan - Political Commissar of the 16th Artillery Brigade, Military Region VI affirmed: The movement "Three needs, two uses" launched by the Brigade is a model to concretize and guide soldiers to study and follow the moral example of Ho Chi Minh. Therefore, to promote and maintain the effectiveness of the movement, in recent years, the Party Committee and the Brigade Commander have regularly and closely directed from the planning stage, determining the content, goals, and targets for each collective and individual to the assessment and summary of experiences. At the same time, promptly commending typical advanced examples and then replicating good and effective models throughout the brigade".

In the contents of studying and following the moral example of Ho Chi Minh launched by Brigade 16, it can be said that the movement "Three needs, two uses" is a creative way to promote the sense of thrift and non-wastefulness of each officer and soldier, setting an example of Uncle Ho's simple and frugal lifestyle. In each unit, there have been effective solutions and ways of doing things such as: turning off the lights when leaving the room, deployed in Artillery Battalion 1; the movement of raising piggy banks in Artillery Battalion 3; the movement of days without hours, weeks without days in Artillery Battalion 2... In addition, officers and soldiers of the brigade have also actively participated in the movement in practical forms such as collecting and utilizing construction materials, waste materials and exploiting natural materials such as sand, stone, gravel... to build new works, renovate and strengthen the campus throughout the unit. Thanks to that, in the past two years, the entire brigade has utilized 150 m3 of sand, 300 m3 of gravel, and 1,200 m3 of stone to consolidate the barracks and build a green - clean - beautiful unit environment. In addition, it has organized and utilized extra time to improve the quality of training in 75 classes, with nearly 7,000 hours of training.

In addition to the movement of "Three needs, two uses", increasing production, officers and soldiers in the battalions also built rice jars, raised piggy banks to save their own portion for the needy, the 100 million VND house program. This movement is implemented by the brigade by, every month on the payday for non-commissioned officers, soldiers contribute 2 thousand VND and salaried officers contribute less than 10 thousand VND to the savings tube. At the same time, each meal saves a handful of rice. With the philosophy of drinking water, remembering its source, the tradition of being attached to the people, in the past two years, soldiers in the entire brigade have saved 600 kg of rice to support 60 families with special difficulties, and given 50 gifts to policy beneficiaries in the area where the unit is stationed. In particular, the piggy bank model has raised more than 60 million VND to support comrades to build gratitude houses, comrade houses in the entire unit, and provide subsidies for cases of sudden difficulties. All revenue and expenditure are transparent and reasonable, which has encouraged the sense of responsibility of cadres and soldiers, so the movement has spread more and more and the level of contribution has increased.
