(Baonghean) - Based on the Law on Organization of People's Councils and People's Committees dated November 26, 2003;
Based on the Law on State Budget dated December 16, 2002;
Based on the Law on Science and Technology dated June 18, 2013;
Based on the Law on Technology Transfer dated November 29, 2008;
Considering the proposal of the People's Committee of Nghe An province in Document No. 7690/TT-UBND dated October 29, 2013;
Based on the verification report of the Economic and Budget Committee and the opinions of the provincial People's Council delegates,
RESOLUTION:
Article 1. Scope of Regulation and Applicable Subjects
1. Scope of application:
This resolution stipulates the mechanism for encouraging and supporting organizations and individuals to invest in new technologies, technological innovation, research, and application of scientific and technological advancements to enhance the competitiveness of products and goods in Nghe An, including: (Continued from page 1)
- Projects involving investment in new technologies;
- Projects for technological innovation and improvement;
- Research and application projects in science and technology.
2. Applicable subjects:
a) Organizations and individuals registered and engaged in production, business, and service activities in accordance with Vietnamese law in Nghe An province;
b) This regulation does not apply to organizations and individuals with foreign investment capital and projects that use or receive funding from the state budget.
Article 2. Content and level of support
1. In the field of Standards - Measurement - Quality:
Support organizations and individuals in carrying out one of the following activities, and obtain certification from the competent authority:
a) Implement a quality management system that conforms to one of the following standards: ISO 9001:2008, ISO 14000, ISO 22000, Global Gap, HACCP, TQM, GMP, and other currently applied quality management systems domestically and internationally.
Funding level: 30 million VND for the first certification.
b) Certification of products conforming to national and international standards
The support level is 10 million VND per product.
c) Registration of domestic and foreign barcode numbers and codes
The support amount is 2 million VND per code.
2. In the field of Industrial Property:
Support organizations and individuals in carrying out one of the following activities, and obtain certification from the competent authority:
a) Register for domestic protection of trademarks or industrial designs of products that the enterprise is manufacturing, trading, or providing services for.
The support level is 10 million VND per trademark or industrial design of a product.
b) Registering for protection abroad of trademarks or industrial designs of products.
The subsidy covers 50% of the total cost, but not exceeding 20 million VND.
c) Inventions, innovations, and useful solutions applied to production in connection with products, and assessed by the Appraisal Council as having scientific and technological value and bringing economic and social benefits.
The support level is 30 million VND per invention or utility model.
3. Organizations and individuals participating in domestic and international technology and equipment markets and certified by competent authorities as prescribed:
a) Participate in the technology and equipment market in the North Central region.
The support level will not exceed 10 million VND per unit.
b) Participate in technology and equipment markets outside the North Central region.
The support level shall not exceed 20 million VND per unit.
c) Participate in international technology and equipment markets.
The support level shall not exceed 30 million VND per unit.
4. Participate in the Nghe An Technology Exchange Platform
Organizations and individuals with new technologies, equipment, and products participating in the Nghe An Technology Exchange, once approved by the competent authority, will receive support for the cost of decorating their exhibition booths and introducing their products.
The maximum support amount is no more than 10 million VND per participation.
5. Building an e-commerce information system.
Organizations and individuals that build e-commerce information systems, and whose systems are assessed by competent authorities as economically and socially effective, will receive support for domain name registration, server rental, internet connection rental for the first year, and the costs of designing and building the e-commerce information system.
The support level shall not exceed 20 million VND per organization or individual.
6. In implementing investment projects for technological innovation, research, and application of scientific and technological advancements.
a) Support content:
- Technology transfer costs include: Technical know-how and knowledge about technology transferred in the form of technological plans, technological processes, technical solutions, formulas, technical specifications, drawings, technical diagrams, computer programs, data information, etc.;
- Costs of raw materials and energy for trial production;
- Costs to support the payment of wages to workers and technical staff directly involved during the trial production period;
- Costs for quality control of prototype products, advertising and product promotion costs;
- Costs for purchasing new, advanced, and modern equipment for the production line and quality control testing equipment;
- Costs for supporting training and skill development, technology management capabilities, and technological innovation for technical staff.
b) Level of support: not exceeding 30% of the total project implementation cost and a maximum of 500 million VND per project.
Article 4. Funding Sources
The funding for this support is drawn from the Nghe An Provincial Science and Technology Development Fund and supplemented from the annual science and technology budget.
Article 5. Implementation
The Provincial People's Committee is tasked with implementing this Resolution.
Article 6. Enforcement Provisions
This resolution was adopted by the Provincial People's Council, 16th term, 10th session, on December 13, 2013, and takes effect 10 days after its adoption.
Repeal Resolution No. 257/2008/NQ-HĐND dated December 20, 2008, of the People's Council of Nghe An province on promulgating mechanisms to encourage and support organizations and individuals to invest in technological innovation, research, and application of scientific and technological advancements to enhance the competitiveness of goods and products in Nghe An.
