When Mr. Tran Phi Long brought his new identity card to the notary office to notarize a power of attorney contract, the notary refused because the old identity card number in his land ownership certificate did not match the new identity card number.

Problems arising from the use of the new ID card

In a report to Dan Tri newspaper, Mr. Tran Phi Long (Tuong Mai Ward, Hoang Mai District, Hanoi) stated that at 8:30 AM on February 20, 2014, he went to Notary Office No. 6 - Hanoi (address: 18 Kim Dong Street, Giap Bat Ward, Hoang Mai District, Hanoi) to notarize a power of attorney contract regarding his house to his sister in Ho Chi Minh City.

The problems arising from the use of the new ID card in administrative transactions are causing many difficulties for citizens.

After submitting all the necessary documents to notary public Tran Thi Hong Ngoc, Mr. Long was refused by Ms. Ngoc on the grounds that the land title certificate issued in 2012 in the name of Mr. Tran Phi Long with the old ID card number 011060933 did not match the new ID card issued on March 27, 2013 in the name of Tran Phi Long, number 001057000xxx, even though other details such as name, age, address, etc., on both ID cards matched.

According to the instructions of notary public Tran Thi Hong Ngoc, if Mr. Long wants to have his power of attorney notarized, he must go to the local police station to obtain a confirmation that his old ID card has been replaced with a new one; then go to Ho Chi Minh City to request the Department of Natural Resources and Environment that issued the land title deed for the house he intends to authorize, to correct the old ID card number to the new ID card number on the land title deed. Only then can Mr. Long obtain the power of attorney.

Thinking about the arduous journey from Hanoi to Ho Chi Minh City to change his ID number on his land ownership certificate and obtain confirmation from the authorities, Mr. Long said: "It was truly shocking!"

In a moment of crisis, Mr. Long remembered that he had a passport at home with his old ID card number, and the notary public, Ms. Ngoc, agreed. Mr. Long was fortunate enough to find the passport and also his old ID card. Afterwards, Mr. Long photocopied the old ID card and the passport, and the notary public approved the photocopies.

Mr. Long said that after completing the notarization of the power of attorney, he felt "relieved" and did not forget to "thank" his passport, which had become his "savior" in dealing with administrative procedures.

"I believe that if all other documents have to be revised to match the new ID card number, it will create an unpredictable and serious problem for the entire society, not just for me," Mr. Long said.

The police must provide confirmation to the public as quickly as possible.

Previously, at a meeting with reporters from several newspapers, Major General Tran Van Ve - Deputy Director General of the General Department of Administrative Police for Social Order and Safety - stated that regarding public complaints about difficulties using the new ID cards when conducting procedures at banks or other ID-related transactions because these agencies still store the old ID card numbers, the police have sent a document to these agencies confirming that the new 12-digit ID card number and the old 9-digit ID card number are equally valid; and requesting that units and agencies accept both types of ID cards.

Major General Tran Van Ve stated that the advantage of the new ID card is its high level of security and the fact that it cannot be forged.

In areas requiring citizens to provide verification of both their old and new ID cards, the police always facilitate the fastest possible verification process for the public.

According to Major General Ve, over the past year, the Ministry of Public Security has issued more than 100,000 new ID cards to residents of four districts in Hanoi. According to the plan, starting in December 2013, the issuance of new ID cards will continue to be implemented in all 27 districts of Hanoi.

In the first quarter of 2014, new ID cards will continue to be issued to the provinces of Hai Phong, Hai Duong, Hung Yen, and Thai Binh. Phase 1 is expected to be completed by 2016, issuing 24 million new ID cards to citizens nationwide. However, the complete replacement of old ID cards for the entire population cannot be done immediately due to financial constraints. Therefore, both the old and new ID cards will continue to coexist.
