The Ministry of Finance has recently sent a document to ministries, ministerial-level agencies, other central agencies, and People's Committees of provinces and centrally-administered cities providing guidance on the procurement of assets from the state budget in 2014.

The Ministry of Finance provides guidance on the procurement of state assets that have been allocated within the scope of the 2014 state budget (including state budget funds from 2013 that have been authorized by competent authorities to be carried over to 2014 for continued use, if any).

Accordingly, for vehicles used for official duties, the procurement of vehicles for specific positions and vehicles for general official use (including vehicles of Vietnamese representative offices abroad, basic construction investment projects, targeted programs, and national programs) is not permitted.

The procurement of specialized vehicles must adhere to the following principles: It must conform to the quantity and types of specialized vehicles stipulated by the Minister, Head of the central agency, and Chairman of the Provincial People's Committee, after obtaining written agreement from the Ministry of Finance.

For vehicles used in programs and projects funded by foreign capital (ODA, aid), the terms of the agreement signed between the Vietnamese Government and the donor shall apply.

The procurement of other state assets is carried out according to a plan approved by the competent authority. The Ministry of Finance also clarified that ministries, central agencies, and localities should direct their subordinate agencies and units to procure assets in accordance with current standards, norms, and regulations; no additional funding outside the budget should be allocated, including increased state budget revenue.
