According to Mr. Le Minh Khai, Deputy Auditor General of the State Audit Office, the State Audit Office is developing a plan to audit this program.

According to Mr. Le Minh Khai, the new rural development program is a major undertaking. Auditing this program will be a very important topic, receiving special attention from the Party, the State, the National Assembly, and the Government. The State Audit Office has also chosen this topic and is currently developing a framework.

In the plan, this topic has its own unique characteristics, so a specific outline for the audit will be developed. This outline will be widely discussed within the industry and relevant agencies to assess the mechanisms of the new rural development program (in terms of rationality, difficulties, and shortcomings); how those mechanisms are implemented (speed, sense of responsibility, etc.); and the effectiveness of the program's capital utilization.

The purpose of the audit is to provide a basis for making recommendations to help implement the new rural development program more effectively.

In 2014 alone, several programs and projects related to farmers and rural areas were audited, including: the implementation of the rice procurement mechanism for the 2012-2013 period; the national target program on clean water and rural sanitation in 2013 funded by the World Bank and Ausaid; and the rural transport project 3.
