Pay close attention to and monitor issues arising from practice.
(Baonghean.vn) - On the morning of February 27th, under the chairmanship of Comrade Tran Van Mao - Standing Member of the Provincial People's Council, the Standing Committee of the Provincial People's Council held its regular monthly meeting for February 2014.
Attending the meeting were comrades Vo Viet Thanh - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Vinh City Party Committee, Head of the Economic and Budget Committee of the Provincial People's Council; Pham Van Tan - Provincial Party Committee member, Head of the Nghe An National Assembly Delegation; representatives from the Provincial People's Committee Office and the Provincial Fatherland Front Committee.
In February, the Standing Committee and the Committees of the Provincial People's Council focused on reviewing and providing feedback on the plan for using the surplus budget revenue of 2013, and the plan for using capital to implement some urgent expenditure tasks in 2014; and participating with the Finance and Budget Committee of the National Assembly in supervising the 2012 budget settlement situation in the province. Despite being the month of the Lunar New Year with a long holiday, the Standing Committee of the Provincial People's Council and the Nghe An National Assembly Delegation maintained the reception and processing of citizens' petitions and received 24 complaints and denunciations; they also developed a plan to supervise the work of receiving citizens and resolving complaints and denunciations in the province.

At the conference, delegates suggested that the Standing Committee and the Committees of the Provincial People's Council should pay attention to and demonstrate their role in resolving and ensuring the rights of people resettled due to the Ban Ve hydropower project; strengthen supervision of sugarcane procurement from farmers by sugar processing factories to avoid losses for farmers, as currently, sugarcane is not being purchased by factories, leading to a large area of sugarcane failing to flower. They also emphasized the need to strengthen supervision of civil servants and officials regarding alcohol consumption while driving. Furthermore, they stressed the importance of continuing to monitor issues raised in previous sessions, such as the management of historical and cultural relics, which, although showing some improvement, still suffers from chaos and even ineffective management in some areas, including issues like the burning of votive paper, beggars, and superstition.

Concluding the conference, Comrade Tran Van Mao emphasized the key areas for March: the Standing Committee and committees of the Provincial People's Council should focus on disseminating information, developing plans, and conducting supervision and surveys according to the program; coordinating with the Nghe An National Assembly Delegation to implement the 2013 Constitution; and gathering opinions on draft laws to be submitted at the beginning of the 2014 National Assembly session; establishing a drafting team for resolutions with innovative drafting procedures and extensive consultation to improve the quality of resolutions issued by the Provincial People's Council in the future; and paying attention to supervising and urging all levels and sectors to resolve voter requests and fulfill promises made by sectors during questioning sessions at the Provincial People's Council meetings.
