Efforts for the socio-economic development goals of the province
(Baonghean) -Despite the difficult socio-economic context, the staff and civil servants of the Southeast Economic Zone Management Board have made great efforts to complete the political tasks assigned by the province; contributing to the completion of the province's socio-economic targets in 2013, creating a premise for development in the following years.

Promote investment
In 2013, the Southeast Economic Zone Management Board stepped up investment promotion activities. During that process, the Board closely coordinated with the Department of Planning and Investment and related departments and branches to strengthen the activities of introducing and promoting the potentials, advantages as well as preferential policies of the province in attracting investment. During the past year, the Board consulted and together with the provincial leaders directly went to the Southern and Northern provinces, contacted economic groups and corporations with potential to call for investment in the province. In particular, the focus was on large-scale projects such as: Steel product production project of Hoa Sen Group, Industrial Park - Urban Infrastructure Construction Project of Becamex Binh Duong - VSIP Corporation; Quynh Lap II Thermal Power Project; Export glove sewing project of Pakistan; Japan's SUMIDA project... When businesses and investors came to survey the province, the Economic Zone Management Board coordinated with departments, branches and localities to create all favorable conditions and provide full information, processes, procedures and incentive mechanisms of the province to attract investment.
The Board has focused on improving the effectiveness of the website dongnam.vn in Vietnamese and English. Regularly updating information on investment and preferential policies to support investment on the website, serving investment promotion; writing and updating 65 news, articles, and 20 legal documents. In addition, the Board has supplemented and printed catalogs introducing the Economic Zone and Industrial Parks in English and Vietnamese.
The above efforts brought about the results of investment promotion in 2013. The Management Board granted Investment Certificates to 10 projects, including 8 domestic investment projects and 2 foreign investment projects with total registered investment capital of 180 billion VND; 20 million USD; Granted adjustment to increase investment capital for 3 FDI projects by 1.2 million USD. Accumulated to the end of November 2013, the Southeast Economic Zone and industrial parks have attracted 107 investment projects. Of which, there are 13 foreign investment projects (FDI). Total registered investment capital reached 18,520 billion VND and 1,095.45 million USD. The Management Board continues to develop detailed planning of functional areas and resettlement areas to serve the site clearance of the Economic Zone. Submit to the Provincial People's Committee for approval of duty-free zones; Organize a review of detailed planning of functional areas and industrial parks in the Southeast Nghe An Economic Zone.
Up to now, Dong Nam Economic Zone and Nghe An Industrial Parks have had 55 projects in operation, including 9 FDI projects. Some production and business targets of enterprises are expected to be achieved by the end of 2013: - Industrial production value: 4,000 billion VND (up 8% compared to 2012); - Actual revenue: 7,000 billion VND (up 19% compared to 2012); - Export reached: 1,000 billion VND (increased 32% compared to 2012); - State budget contribution: 600 billion VND (15% increase compared to 2012); - Create jobs for 8,000 people (an increase of 684 workers compared to 2012); - Estimated average income of workers: 3,500,000 VND/month. |
Prepare investment and build infrastructure
Along with promoting investment attraction and licensing projects, in 2013, the Economic Zone Management Board advised the Provincial People's Committee to approve 2 investment projects for construction works, including: Road to KOBE Steel Factory and Housing for workers in Nam Cam Industrial Park. Currently, there are 3 projects being submitted to the Provincial People's Committee for approval, including: N3 Cross Road, D5 Longitudinal Road and Main Traffic Road in Hoang Mai II Industrial Park. There is 1 project being developed, which is the Breakwater and Dong Hoi Port Channel. Up to now, 15 investment projects for construction works have been approved...
The Economic Zone Management Board is continuing to implement the construction of 6 projects, including: N2 Crossroad, N5 Crossroad, D4 Road, Rescue Road and Resettlement for coastal residential areas in Dong Hoi, Quynh Luu District and Wastewater Treatment System in Nam Cam Industrial Park. The value of implementation in 2013 (up to November 2013) is 198,752 billion VND. Disbursement of capital in 2013 up to the end of November 2013 reached 118 billion VND, the remaining 71.7 billion VND will be disbursed by the end of 2013.
In 2014, the Management Board of the Southeast Economic Zone resolutely implemented Action Program No. 24 CTr/TU dated October 8, 2013 of the Nghe An Provincial Party Committee, Decision No. 5260/QD-UBND dated November 6, 2013 of the Provincial People's Committee on promulgating the plan to implement the Action Program to implement Resolution No. 26-NQ/TU of the Politburo on the direction and tasks for the development of Nghe An province until 2020. - Develop the Southeast Nghe An Economic Zone into a key economic zone and build mechanisms and policies to develop Hoang Mai and Dong Hoi Industrial Parks to enjoy investment incentives associated with Nghi Son Economic Zone. - Focus on attracting investment projects in economic zones and industrial parks, with special priority given to the Industrial Park-Urban Infrastructure Project of BECAMEX Binh Duong - VSIP, the Steel Production Project of Hoa Sen Group, the Export Shoe Project of Nam Dan Van An Company; Projects of Thailand, Japan, Korea, Singapore, etc. |

Strengthening state management of economic zones and industrial parks
In order to improve the operational efficiency of industrial zones and economic zones, the Management Board regularly organizes guidance, inspections and urges enterprises to comply with the provisions of the Law on labor, wages, working time, rest time, labor contracts, social insurance, health insurance, labor regulations, collective labor agreements, management and use of foreign labor working in industrial zones and economic zones. The Management Board has coordinated with relevant departments and branches to issue 9 new Work Permits; Advised and approved 3 Collective Labor Agreement registration dossiers; Issued 100 Labor Books for employees working in industrial zones and economic zones; organized training on the Labor Code for 70 key staff of enterprises; propagated and distributed leaflets to 3,000 employees working in industrial zones and economic zones. Organized a contest to learn about the Labor Code for 12 enterprises in industrial zones and economic zones with good results.
The Economic Zone Management Board proactively coordinates with the Provincial Labor Federation and the Department of Justice to resolve illegal strikes and organize post-strike supervision at BSE Vietnam Electronics Co., Ltd.; promptly resolves difficulties and problems for enterprises in the Economic Zone and Industrial Parks under its authority, such as supporting labor recruitment; summarizes and reports difficulties and problems beyond its authority to the Provincial People's Committee for consideration and resolution; coordinates with the Provincial Police and Infrastructure Companies to deploy security and order work, fire and flood prevention for enterprises in the Southeast Economic Zone and Industrial Parks.
Aiming at sustainable development associated with environmental protection, the Economic Zone Management Board coordinates with functional units to advise the Provincial People's Committee to develop a Regulation on coordination in environmental management in economic zones and industrial parks in the province. The Board directly supports and guides each enterprise in the Economic Zone and industrial parks to comply with the provisions of law on environmental protection.
To complete the assigned political tasks, the Southeast Economic Zone Management Board hopes to continue to receive regular direction from the Provincial Party Committee, Provincial People's Council, Provincial People's Committee; support, assistance, and coordination from departments, branches, and local authorities with economic zones and industrial parks. The Board's leaders also launched emulation movements, calling for efforts from all officers, workers, and employees of the Board in performing professional tasks; continuing to reform administrative procedures; focusing on supporting enterprises in economic zones and industrial parks to overcome difficulties and successfully complete the targets, tasks, and plans for 2014. |
