(Baonghean) - To facilitate the process of renewing identity cards for citizens, the Administrative Management Team for Social Order of Quynh Luu District Police takes advantage of Saturdays and Sundays to go to localities to process applications for renewing identity cards for people. This initiative has been widely welcomed and highly appreciated by the people.
Information about the Quỳnh Lưu District Police's Social Order and Administration Team coming to Quỳnh Long commune to issue identity cards had been disseminated to the people more than a week in advance. Therefore, by just after 7 am, hundreds of people had already crowded the commune hall, waiting. Everyone shared a feeling of excitement. Mr. Bùi Văn Phướng, 81 years old, residing in Minh Thành hamlet, recounted that not long ago, he went for a check-up at the district hospital under the health insurance scheme. While going through the procedures, he discovered his identity card had expired when he presented it. Fortunately, he had brought other documents with him, so the procedure was approved. He hadn't had time to go to the district police station to renew it because he was worried about the long distance, but the district police team came right to his place to help. Mr. Trần Đại Lợi, also residing in Minh Thành hamlet, said: “I often go to sea, so I rarely have time to go to the district to renew my identity card, even though I knew it had expired. Now that the district police officers have come to the commune to guide me through the process, nothing could be better.”

While people settled into their seats, the officers and soldiers of the mobile ID card issuance team used the loudspeaker system to guide them through the process and educate them about the dangers of using their ID cards for illegal activities. At exactly 8:00 AM, the commune police and district police began receiving applications from people needing to renew their ID cards, mainly those whose cards had expired or whose numbers were faded or illegible. People were then guided through the process of having their photos taken, fingerprints collected, and other procedures completed to finalize their renewal applications. In just one day, the team completed the ID card issuance process for over 1000 people. Everyone was very pleased.
The issuance of identity cards is not simply about helping people exercise their civic rights or facilitating access to bank loans, medical examinations, and treatment. The most important aspect of this work is managing civil registration and household registration, contributing significantly to socio-economic development and ensuring national defense and security in the area. Therefore, not only in Quynh Long commune, but also in most communes, the Administrative Management Team for Social Order of Quynh Luu District Police has focused on deploying mobile identity card issuance services. This has saved people travel costs, fuel expenses, waiting time, and time spent collecting results. In 2013, the team issued nearly 30,000 identity cards to residents in the area.
According to Lieutenant Colonel Nguyen Viet Tao, Head of the Administrative Management Team for Social Order of Quynh Luu District Police: The reason for concentrating ID card issuance in these two "special" areas is that in coastal areas like Quynh Thanh, Quynh Long, Quynh Nghia, etc., fishermen often fish far offshore, some spending months at sea, making it difficult for them to come to the district police station. This is also one of the activities of Quynh Luu District Police in promoting the study and emulation of Ho Chi Minh's moral example. The district police have also signed a contract with the district post office to deliver ID cards directly to households, at a fee of only 15,000 VND per ID card.
The approach taken by the administrative team for social order management of the Quynh Luu District Police has created favorable conditions for people to save costs and reduce potential accidents on the road, which is highly commendable and worthy of emulation.
