Regarding the incident in Ha Tinh where hundreds of unruly citizens vandalized the property of local officials and detained police officers, reporters have met with various authorities to understand the root cause of the event.

The incident is believed to be related to the Vinh Hang - Bac Son Park project (also known as an ecological cemetery) that Ha Tinh province plans to implement in Bac Son commune (Thach Ha district).

"The public doesn't fully understand the project yet?"

According to the plan, the Vinh Hang - Bac Son park, covering an area of ​​over 28 hectares, will be built in Dong Cu Lao (Bac Son commune). The land for the park's construction includes wasteland, agricultural land, and even cemetery land.

Speaking to VietNamNet, Mr. Doan Tien Dat, chief of the Thach Ha District People's Committee office, said that this project was assigned by the Provincial People's Committee to the Provincial Land Fund Development Center and the Provincial Investment Development Fund to find a location and develop a specific plan. After surveying many places, Bac Son was chosen as the location for building this park. However, continuous obstruction from local residents has prevented the project from being implemented.

“There are many reasons why the people of Bac Son are so strongly opposing the project. Firstly, the people have misconceptions and do not fully understand the nature of the project. This is a project that is technically sound, environmentally sound, and geo-ecologically sound.”

"When the project is built, it will facilitate future burials. Secondly, people are worried that building the Eternal Cemetery will block the entrance to Bac Son commune. However, we have a plan to open a road connecting the commune center to National Highway 15, which will make things even faster," Mr. Dat said.

According to Mr. Dat, the Provincial Land Development Center and the Development Investment Fund have held numerous dialogues to exchange views with the people, but the people have been uncooperative and left in droves.

Ensure there will be land available for production.

We then contacted the Land Development Center (under the Department of Natural Resources and Environment) to learn more about the issue.

Mr. Ho Huy Thanh, Director of the Center, said that after surveying many places, they finally chose Dong Cu Lao in Bac Son as the most suitable location to build the cemetery park (in terms of area meeting requirements and addressing issues such as the environment and distance from residential areas). In 2013, a proposal was submitted to the province.

“The province has issued a document assigning the task of preparing a land clearance plan to Thach Ha district and Bac Son commune. At the same time, there is also a document requesting us to organize the preparation of a detailed project for the Vinh Hang – Bac Son park so that planning markers can be placed. However, this is only a plan and has not yet been implemented,” Mr. Thanh said.

The construction of Vinh Hang - Bac Son Park will affect approximately 21 households whose agricultural land (about 7-8 hectares) is located within the planned area.

Meanwhile, when speaking to reporters, many residents of Trung Son village expressed their disapproval of the project's implementation in the area.

According to them, with such a large area of ​​agricultural land lost, they don't know how the people will make a living and earn a living after the project is implemented when they no longer have any land for production.

However, according to Mr. Nguyen Anh Tung, Deputy Head of the Department of Natural Resources and Environment of Thach Ha district, if people do not accept compensation money, they will be allocated land for production.

"Currently, we are only in the planning stage, so there are no specific figures on the amount of agricultural land affected. However, once implemented, if people do not accept the compensation option, we commit to providing them with sufficient land so they can continue production with peace of mind," Mr. Tung said.
