Discussion session at group 5.

Discussing in groups, National Assembly deputies assessed that the general goals set by the National Assembly in 2013 were basically achieved, demonstrating the great efforts of the Government, the entire political system, the business community and the people. However, the domestic economy still faces great difficulties and challenges, especially potential risks that could cause instability. The lives of a segment of workers, poor households and policy families are still difficult, and there are still large differences in living standards and social security between regions and population groups, especially in mountainous provinces, highlands and border areas. Social order, safety and environment still have many problems that are slowly being resolved. Some major corruption cases have caused public outrage.

Delegate Phan Dinh Trac spoke at the group discussion.

Regarding the tasks and solutions for socio-economic development in the coming time, through discussion, the majority of opinions agreed with the Government's report that closely followed the goals, 07 groups of tasks and solutions in the Resolution of the National Assembly on the Socio-Economic Development Plan for 2014. In the face of the complicated situation of China placing the HD-981 drilling rig in the exclusive economic zone in our country's waters since the beginning of May, delegate Phan Van Quy, National Assembly Delegation of Nghe An province, suggested that the Government should proactively have solutions to respond to negative impacts on economic growth, financial and monetary markets, import and export, attracting foreign investment capital, etc.

Delegate Phan Dinh Trac, member of the Party Central Committee, Deputy Head of the Central Internal Affairs Commission, said that the macro-level policies and guidelines in the past were very correct, but their implementation in some localities was still slow. It is necessary to pay attention to the method of assessing capital sources and markets when equitizing state-owned enterprises, especially state-owned farms and forestry farms, and the Vietnam Railway Corporation. Resolutely and strictly handle transport enterprises with overloaded vehicles that damage traffic infrastructure. It is necessary to improve the quality of cadres and civil servants, and fight against the disease of lying and the disease of achievements in this team.

Delegates suggested that the Government should pay attention to creating stability and consensus in society at the present time, in addition to promptly and strictly handling those who take advantage of protests to cause damage and promptly deploying support for damaged businesses.

Discussing the marine economy, delegate Nguyen Duc Hien, National Assembly Delegation of Nghe An, suggested that the Government should pay more attention to investment in this field; it is necessary to continue investing in offshore fishing. The construction of storm shelters in many places is slow and no longer suitable, fishermen face many difficulties when borrowing capital to stay at sea and protect sovereignty.
