Support for seeds to convert from rice cultivation to vegetable cultivation

The Central budget will support funding for purchasing crop seeds to implement the conversion from rice cultivation to vegetable crop cultivation in the Spring-Summer, Summer-Autumn, Fall-Winter crops of 2014 and Winter-Spring crops of 2014-2015 in the Mekong Delta.

This is the content of Decision No. 580/QD-TTg of the Prime Minister.

According to this Decision, supported conversion crops include: corn, soybeans, sesame, peanuts, melons, and vegetables of all kinds. Supported subjects are cooperatives, cooperative groups, households, and individuals.

The above subjects who want to receive support must ensure the conditions confirmed by the Commune People's Committee that they have converted crops in the Spring-Summer, Summer-Autumn, Autumn-Winter crops of 2014 and Winter-Spring crops of 2014-2015 on the rice-growing land area. At the same time, the conversion must meet the conditions for converting from rice cultivation to annual crop cultivation according to the guidance of the Ministry of Agriculture and Rural Development.

Support up to 2 million VND/1 ha

Cooperatives, cooperative groups, households and individuals who convert from rice cultivation to vegetable cultivation, if meeting the above conditions, will be supported with seed costs for conversion, but not exceeding 2 million VND/1 ha. The same converted area will only be supported once.

Regarding the support mechanism, the central budget will support 100% for localities in the region to implement the policy of supporting the conversion from rice cultivation to vegetable cultivation. Can Tho city alone will receive 50% support.

In case of revenue shortfall due to objective reasons or low revenue increase, after using 50% of the local budget revenue increase (if any) and 50% of the local budget reserve according to the estimate assigned by the Prime Minister but there is still a shortage, the central budget will support the difference.

The Prime Minister requested the People's Committees of provinces and centrally-run cities to study the market and product consumption capacity to determine suitable crop varieties and conversion areas; and guide farmers on the use of new varieties and conversion technical processes.

At the same time, based on the actual needs of conversion on local rice land, provinces and cities should study and consider additional support policies in addition to the above-mentioned policies.
