National Assembly deputies discuss the 2015 Law and Ordinance Building Program

(Baonghean.vn) - On the afternoon of May 21, National Assembly deputies discussed in groups the proposed Law and Ordinance Building Program for 2015, adjustments to the Law and Ordinance Building Program for the 13th and 2014 National Assembly; and the Draft Law on amending and supplementing a number of articles of the Law on Civil Aviation of Vietnam. The National Assembly delegation of Nghe An province held group activities with the National Assembly delegations of Vinh Phuc and Dak Lak provinces.

Giving opinions on the draft Law and Ordinance Building Program for 2015, and adjusting the Law and Ordinance Building Program for the 13th and 2014 tenures of the National Assembly, delegate Phan Van Quy suggested that the National Assembly should include the Law on Demonstrations in the law-making program to regulate people's demonstration activities so that people can express their opinions according to the law; the responsibility of state management in this field; to strengthen social management and upgrade the defense industry ordinance to the defense industry law.

Agreeing with some opinions of the delegates on including the content of the Law on Demonstration in the law-making program, delegate Phan Dinh Trac (Nghe An National Assembly delegation) proposed that the National Assembly consider issuing a law on demonstration, a law on access to information or a law on access to information, upgrading the law on protection of state secrets to a law to increase transparency and enforcement of the law on anti-corruption. In addition, the delegate suggested that the National Assembly consider amending the Law on Administrative Procedure. Because currently, the laws: Law on Complaints, Law on Denunciation and Law on Administrative Procedure still have many contradictions, causing difficulties in resolving complaints and denunciations of citizens. Add the Law on Association Organization, Law on Press (amended) to the law-making program.

Delegates proposed to review and develop legal documents to be consistent with the Constitution, there should be a mechanism to rebuild the staff of advisory agencies, build a drafting staff apparatus, innovate the working methods of drafting agencies, promote and enhance the role of agencies drafting the Law and Ordinance program... Participating in giving opinions on the Law on Civil Aviation, delegates proposed that there should be sanctions to control and regulate aviation businesses; regulate aviation service prices, airfares..../.
