Strengthening state management of mineral exploitation.

(Baonghean.vn) - On the morning of April 18th, the Economic and Budget Committee, led by Mr. Tran Quoc Chung - Deputy Head of the Economic and Budget Committee of the Provincial People's Council, continued its working session with the Department of Natural Resources and Environment. Also participating were Mr. Le Minh Thong - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Inspection Committee; and Mr. Pham Anh Tuan - Provincial Party Committee Member, Chairman of the Provincial Labor Union.

Representatives from the Mineral Management Department of the Department of Natural Resources and Environment reported on the state management of mineral resources.

Mr. Tran Quoc Chung, head of the monitoring team, discussed several issues that need attention in order to restore order in mineral exploitation.

As of December 31, 2013, the province had 43 mining sites licensed by the Ministry of Natural Resources and Environment that were still valid, and 205 mining sites licensed by the Provincial People's Committee. Over the past period, the province has implemented many measures and solutions to restore order in mineral exploitation and processing, showing positive progress. However, illegal mineral exploitation still occurs in many localities with mineral resources. Some businesses operate mineral exploitation and processing activities without proper licenses. Many businesses have not strictly complied with environmental protection regulations in mining and processing; land reclamation after mining; environmental protection deposit requirements; and resource and environmental tax payments.

According to the leaders of the Department of Natural Resources and Environment, overcoming all the aforementioned problems requires a process and the responsibility of the entire society, emphasizing the role and responsibility of local authorities and districts with mineral resources in propaganda work; and conducting regular and serious inspections and monitoring. The department will continue to strengthen its direction, guidance, and coordination with other sectors and localities to manage and protect mineral resources more effectively. Central ministries and agencies need to promptly issue documents and guidelines to bring mineral mining and processing activities into order.

During the working session, the supervisory delegation requested the Department of Natural Resources and Environment to further clarify the shortcomings and obstacles in the management of mineral exploitation and processing; the renewal, revocation of licenses, and closure of mines at specific locations in various localities; the compliance with obligations by mineral enterprises; and the issue of managing smuggled tin and ore. The supervisory delegation also noted the industry's recommendations and proposals and will compile a comprehensive report for relevant levels and sectors to address.
