Immediately after the Government's Resolution, the People's Committee of Nghe An province issued numerous documents and directives to implement measures to develop the farm system in the area. By December 31, 2013, the entire province had 420 farms specializing in crop cultivation, livestock farming, forestry, aquaculture, and integrated farms, of which 116 farms had been granted farm business certificates. The development of this farm-based economic model not only creates concentrated commodity production areas, contributing to the effective exploitation of a large area of barren land, hills, swamps, and undeveloped sandy areas, but also mobilizes hundreds of billions of dong in capital from the population to invest in the development of agricultural, forestry, and fisheries production, and provides employment for thousands of rural workers.
Speaking at the conference, the Vice Chairman of the Provincial People's Committee stated: Besides the commendable achievements, Nghe An still faces many limitations in developing the farm economy. The issuance of land use right certificates for farms is slow; farms find it difficult to access loan capital despite existing policies and mechanisms; and the agricultural insurance policy is implemented inefficiently and inconsistently... He also requested that in the coming period, relevant departments and agencies, based on their assigned functions and tasks, actively coordinate to resolve obstacles and create favorable conditions for the development of this important economic sector.
At the conference, the Provincial People's Committee also awarded certificates of merit to 14 collectives and 22 individuals for their outstanding achievements in contributing to the development of farm economics in the province.
