Establish a Council to review draft laws implementing the Constitution

The Prime Minister has just signed Decision No. 508/QD-TTg establishing an Advisory Council to appraise draft laws and ordinances directly implementing the Constitution of the Socialist Republic of Vietnam.

Accordingly, the Minister of Justice is the Chairman of the Council; the two Vice Chairmen of the Council are the Deputy Minister of Justice (Permanent Vice Chairman) and the Deputy Head of the Government Office.

The Council members are representatives of the leaders of the following ministries and agencies: Public Security; Foreign Affairs; Home Affairs; Planning and Investment; Finance; Industry and Trade; Agriculture and Rural Development; Natural Resources and Environment; Education and Training; Labor, War Invalids and Social Affairs; Science and Technology; and the Vietnam Academy of Social Sciences.

Invite the Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Law Committee of the National Assembly; representatives of the leadership: Central Office; Central Propaganda Department; Central Internal Affairs Department; Office of the National Assembly; Office of the President; Central Committee of the Vietnam Lawyers Association; Vietnam Bar Federation; Vietnam Chamber of Commerce and Industry (VCCI); a number of experts and scientists to be members of the Council.

The Council's task is to advise and assist the Government and the Prime Minister in reviewing and giving opinions on the objectives, requirements, guiding viewpoints and basic orientations for drafting laws and ordinances directly implementing the Constitution submitted by the Government, ensuring consistency with the content and spirit of the Constitution; giving opinions on draft laws and ordinances not submitted by the Government during the process of preparing the Government's opinions on these draft laws and ordinances.

The Council also has the task of advising and reviewing draft laws and ordinances directly implementing the Constitution.

The Ministry of Justice is the standing body of the Council, responsible for coordinating the Council's activities and ensuring the Council's working conditions.
