The construction of the road has been delayed and had to be extended 3 times (some packages had to be extended up to 5 times), affecting the lives of thousands of households in Bong Khe, Mau Duc, Don Phuc and Binh Chuan communes. However, recently, the local people have been very happy when the contractor has started again. At the construction site, workers and mechanical equipment are actively working on the road, many sections of the road have been asphalted, making it easier for people to transport and consume goods, agricultural products, etc.

In 2006, the project of the road from Con Cuong Town to Binh Chuan was started, contractors rushed to bring in machinery to construct, but after a short time, due to difficulties in site clearance, capital sources, and the inflexible management of the investor, many construction packages were carried out at a snail's pace. From 2006 to 2010, this road was always a nightmare for those entering Binh Chuan and Don Phuc communes. The road was unfinished, muddy, and there were many serious traffic accidents, vehicles carrying agricultural products, acacia, and meters were stuck, and people's lives were disrupted. People from the communes on the left bank of the Lam River had many petitions requesting the investor, the People's Committee of Con Cuong district, to take measures to construct the road.

Faced with the above situation, the District People's Committee has implemented solutions to "resolve difficulties" for the above project. The District People's Committee has coordinated with departments and branches to completely resolve the problems of site clearance, land acquisition and site handover to construction units in the communes of Don Phuc, Binh Chuan... In 2011, the district handed over 100% of the "clean" site to construction units. Due to the time of public investment cuts, the Provincial People's Committee has allowed the project to be extended for the third time, the deadline for the road to be completed before September 30, 2014. Thereby, the District People's Committee has time to review and rectify the project, the district has considered this a key project, which needs to be urgently completed so that the 5 communes on the left bank of the Lam River have conditions for socio-economic development. The District People's Committee has regularly coordinated with departments and branches to promote quality inspection and supervision, as well as urge contractors to implement according to the schedule committed to the investor.

Due to limited government bond capital, the district has focused on prioritizing capital for packages that complete the volume before the prescribed deadline. Thanks to that, many contractors have actively implemented the construction according to their commitments. For example, package No. 1, including 3 units constructing 10 km of road from km 0 Bong Khe to km 10 Don Phuc commune, has been completed. A representative of Tuan Hoang Company Limited said: Our package is 3 km long and worth over 5 billion VND. In 2011, the unit completed 100% of the project volume and the district has disbursed 85% of the project's capital value. In a difficult period, such disbursement has created motivation for the construction unit to speed up the progress.

At package 4, workers are busy weaving and welding steel belts on the Hong Dien bridge, Don Phuc commune. It is known that this package is worth over 70 billion VND, constructing 5 bridges and making about 5 km of road. Mr. Lam Van Phac - Deputy Director of Minh Ngan Company Limited said: After 3 extensions, the company has received over 34 billion VND from the District People's Committee. We are currently simultaneously implementing the construction of 5 bridges on the route, of which the Hong Dien bridge is 7 meters wide and 72 meters long, the largest, worth over 10 billion VND. Up to this point, all 5 bridges have completed over 80% of the estimated volume. Strive to put all 5 bridges on the route into use by September 30, then focus on building the inter-commune roadbed.

It is worth mentioning that wherever the road is constructed, the people's lives improve, ensuring convenience in the exchange of goods. The section passing through Bong Khe, Mau Duc and Don Phuc communes has basically been paved. Ms. Vi Thi Han in Thanh Dao village, Bong Khe commune is excitedly transporting meter trees to a car: Previously, people had a lot of difficulty selling acacia and meter trees, traders forced down prices, because the road was muddy, now there is an asphalt road for trucks to come to the place to buy, people no longer worry about "blocking" output. In Mau Duc commune, which has the largest area of ​​acacia in the district, before 2010, they almost sold them cheaply. Ms. Loc Thi Toan - Head of the Agriculture Department of Mau Duc commune shared: With the completed traffic road, the commune has had the conditions to expand the acacia area, from 400 hectares of acacia, people now plant over 600 hectares of acacia, not to mention the high-yield cassava area... At Hong Dien bridge, although the "rough" part has just been completed, people can now walk on the bridge to cross the road, no longer having to wade through streams during the rainy and flood season, which is life-threatening.

Mr. Tran Van Tuan - Head of the Con Cuong District Construction Investment Project Management Board added: The Con Cuong Town - Binh Chuan route is nearly 28 km long, with a 6.5 m wide sidewalk and 5.5 m wide roadbed with 10 bridges on the route. Up to now, over 18 km have been constructed and the bridge system is in the completion stage, reaching over 70% of the volume. The district has disbursed 134 billion VND for the bid packages, of which some contractors are currently investing their own capital. In difficult conditions of capital sources, the district has directed the completion of weak items, mainly bridges on the route, and the sections of road that have not been "asphaltized" are focused on building the roadbed to clear the route to create conditions for people to travel and transport goods.
