From June 1st, electric motorbikes without license plates will be fined up to 400,000 VND.

From June 1st, traffic police will begin issuing fines to electric motorbikes that are not registered with license plates as required by Circular 15.

Recently, the Ministry of Public Security issued Circular 15/2014 on vehicle registration. Circular 15 also clarifies that electric motorcycles must be registered with license plates when in circulation.

To register an electric motorbike, citizens must go to the police station in the district, county, town, or city within the province, or the Traffic Police Department of the Provincial or City Police under the Central Government. When registering an electric motorbike, citizens must bring the Vehicle Registration Application Form (available at the registration location or printed from the website: csgt.vn); Identity Card for individuals; Documents proving the origin of the vehicle, including: Factory Quality Inspection Certificate (for domestically manufactured and assembled vehicles) or Certificate of Technical Safety and Environmental Protection for Imported Motor Vehicles (for imported vehicles); and the vehicle sales invoice.

According to Circular 15, electric motorcycles in circulation before July 1, 2009, that lack documentation proving their origin or transfer of ownership can still be registered. In these cases, the owner must provide a commitment regarding the legal origin of the vehicle and obtain certification from the local authorities for the vehicle to be processed, registered, and issued a license plate.

Electric motorbikes that are used in traffic without a registered license plate will be fined between 300,000 and 400,000 VND by the authorities.

However, about 2-3 days before Circular 15 came into effect, very few people came to register license plates for electric motorbikes at the vehicle registration offices in the districts and counties of Hanoi.
