In the first 6 months of 2014, based on the goals, targets and emulation themes set by the Provincial Emulation Council, the emulation activities of the bloc were launched and implemented by the units in depth and with quality. The patriotic emulation movement was linked with the emulation movements of each sector such as: The Provincial Police linked with promoting the emulation movement of Studying and implementing the 6 teachings of Uncle Ho and continuing to tighten discipline, order and regulations, building a cultural lifestyle for serving the people; The Provincial Military Command, the Provincial Border Guard linked with movements and campaigns in the army and the People's Court; The Department of Justice, the People's Court, the Provincial People's Procuracy launched the civil servants of their sectors to compete creatively to improve the quality of work in all aspects..., encouraging and cheering on cadres, soldiers, officers and civil servants in the emulation bloc to successfully complete the assigned tasks in each field of work.

At the conference, delegates also assessed the achievements and limitations that need to be overcome in the coming time to bring the emulation movement to victory of the internal affairs - armed forces bloc into depth and with more practical results.

The conference identified a number of key tasks for the last 6 months of the year, namely to continue promoting the patriotic emulation movement; actively innovating the forms and measures of organizing emulation movements, closely linking emulation movements of sectors and units with general emulation movements such as "Studying and following the moral example of Ho Chi Minh", the movement "The whole country joins hands to build new rural areas"; enhancing the leadership role of Party committees and organizations at all levels, the responsibility of mass organizations in emulation and reward work; linking the summary of the movement with activities of donating and giving gifts to support policy families, families in difficulty, and good people and good deeds.
