Assessment and recognition of Hung Dong commune as meeting the standards of the New Rural Development program.
(Baonghean.vn) - This morning, June 27th, the Provincial New Rural Development (NRD) Assessment Council held a working session with Hung Dong commune (Vinh City) to assess the contents and criteria for submission to the competent authority for recognition of the commune as meeting NRD standards.
From the very beginning of the New Rural Development program, planning and the announcement of the plan in Hung Dong were carried out early; the people's right to self-governance in the implementation of the criteria, especially in the transportation criterion, was promoted, and the people showed high consensus and support. The entire commune has built and upgraded more than 56 km of main roads in hamlets, alleys, and fields. Criteria regarding cultural infrastructure, irrigation, electricity, poverty rate, average per capita income, etc., also met the standards according to the guidelines in the 19 criteria set. The total cost of implementing the New Rural Development program from 2011-2014 in the commune was 339.96 billion VND, of which people contributed and donated land accounting for more than 250 billion VND. After 3 years of implementing the New Rural Development program, by June 2014, the commune had met the standards for 19 criteria.

During the working session, the provincial appraisal council questioned and proposed several points regarding the 19 criteria for building new rural areas. Specifically, Hung Dong commune focused on issues such as: transportation, irrigation, infrastructure, cultural centers, and schools, which, while meeting standards, are not yet 100% complete and require further efforts to mobilize the people to implement them. The commune also noted the presence of the Bac Vinh Industrial Park, the remnants of the Dong Vinh landfill, and the Nghi Kim detention center, which are causing some environmental pollution. The local authorities need to take measures to address the pollution at these facilities, aiming for Hung Dong commune to not only meet the 19 criteria as guided but also strive for 100% completion in the near future.
