Passion fruit is being identified as a poverty-reducing plant of Que Phong. Therefore, after successfully implementing the model in Tri Le commune, the Passion Fruit Raw Material Development Project was launched with the participation of businesses, people and local authorities to expand the area. However, the difficulty is that with a relatively large investment capital, in the current conditions, most local people still do not have the funds to buy seeds and fertilizers, affecting the progress of passion fruit planting. Faced with that situation, at the dialogue with the leaders of Que Phong District Party Committee, the leaders of Tri Le Commune Party Committee directly requested the district to have directions and solutions for the people. Comrade Dam Thien Thuong - Deputy Secretary of Tri Le Commune Party Committee said: Many people have dug holes to plant passion fruit, but still encounter problems with seedlings. Therefore, at the dialogue, Tri Le recommended that the district should have a mechanism to create more favorable conditions for farmers to borrow passion fruit seeds and fertilizers for timely planting.

Receiving opinions from the grassroots, right after the dialogue, comrade Kha Van Tam - Standing Deputy Secretary of the District Party Committee directly worked with the Steering Committee for the construction and development of the district's passion fruit growing area, the Agricultural Investment and Development Joint Stock Company (NAPAGA), the District Bank for Agriculture and Rural Development to find timely solutions. In particular, focusing on perfecting, assigning and promoting the responsibility of each member, the specific operating mechanism of the Steering Committee and periodically reporting to the Standing Committee of the District Party Committee and the District People's Committee for direction. In addition, continuing to mobilize people to plant and expand the area of ​​passion fruit trees in Tri Le, Nam Nhoong and Nam Giai communes, especially making a list of households that have registered to plant to have timely support measures... Right at the working session, many problems related to the development of passion fruit growing areas were thoroughly resolved, especially the provision of seeds and input materials to the people. NAPAGA Company, the seed supplier, has agreed to lend people seeds for planting and pay for the seeds in cash or products after 10 months, 2 months longer than before. Therefore, the seed supply for people has been resolved promptly. Comrade Trinh Xuan Dung - Head of the Department of Agriculture and Rural Development of Que Phong district, Deputy Standing Committee of the Steering Committee for Construction and Development of the passion fruit area of ​​Que Phong district said: As of June 4, 2014, Tri Le commune has 475 households registered to grow passion fruit in 2014, equivalent to a registered area of ​​nearly 50 hectares. 116 households digging 17,480 hectares of passion fruit were provided with seeds. In addition, the district is also proposing the province to soon include passion fruit in the support mechanism so that people have conditions to invest in production.

Regarding the above dialogue results, comrade Dam Thien Thuong shared: "Through the dialogue channel, leaders at all levels clearly grasp the actual situation at the grassroots level and have timely solutions, thereby demonstrating the spirit of being closer to the people in leadership and management work". In Que Son, at the dialogue session, questions were also answered about the delay in compensation payments to affected households in the construction of the road connecting Kim Son Town to National Highway 48 passing through the commune. Comrade Lo Thai Huyet - Secretary of the Commune Party Committee said: The road has been started and completed for several years, but there are still outstanding compensation payments for nearly 20 households. This is an issue that the people are concerned about. Through the dialogue, the commune also made recommendations and the district leaders presented the reasons for the delay as well as solutions. Thereby, helping the commune have accurate answers for the affected people.

Not only Tri Le and Que Son, but through synthesis, at the dialogue session, there were 51 opinions from Party cells under the Commune Party Committee reflecting to the Standing Committee of Que Phong District Party Committee. Most of the opinions focused on issues regarding the quality of support for plant and animal varieties; quality of works serving production and people's lives; electricity, roads, schools, stations, site clearance, resettlement, a number of issues related to the settlement of policies for policy beneficiaries... All were assigned directly by the District Party Committee to departments and branches to answer in detail to 29 Party cell secretaries and leaders of Party committees at all levels. Comrade Tran Dang Khoa - Head of the Organizing Committee of Que Phong District Party Committee said: "The content of the recommendations was collected from the Party cell secretaries by the Commune Party Committees and sent to the Organizing Committee of the District Party Committee for synthesis. The content was classified and assigned to the departments and branches to respond. Therefore, the response content was carefully prepared, thoroughly answering questions and recommendations from the grassroots. In addition, at the conference, many direct opinions of the delegates were directly received by the leaders of the District People's Committee and departments and branches with a serious and open-minded spirit and with specific answers."

Through the initial changes from the recent dialogue in Que Phong, it can be seen that dialogue plays a big role in helping the leaders of the District Party Committee, People's Committee and departments and branches grasp the practical situation at the grassroots level, thereby improving the effectiveness of management and leadership of the tasks of economic - cultural - social development, national defense - security and Party building. Talking about the orientation in the coming time, comrade Kha Van Tam said: Que Phong continues to assign all levels, branches and localities to strengthen dialogue with the people.
