In recent years, the implementation of legal policies and regimes in the recruitment and use of cadres, civil servants and public employees at the District People's Committee and units under the District People's Committee has gradually become routine, ensuring the process and procedures according to the provisions of law, public and transparent recruitment; assessment, comments, classification of cadres and civil servants, rewards and strict discipline. By October 2014, the total number of cadres, civil servants and public employees was 536, of which the district-level government had 74 people (44 ethnic minorities, accounting for 59.5%), the commune and town government had 415 people (including 349 ethnic minorities, accounting for 84.0%), and the affiliated units had 47 people (including 21 ethnic minorities, accounting for 44.7%).
From 2011 to 2014, the district People's Committee recruited 28 new people (including 15 ethnic minorities); the commune and town block recruited 116 new people (including 81 ethnic minorities); the public service unit block recruited 12 new people (including 4 ethnic minorities). The use of civil servants was initially effective, evaluating cadres according to procedures, in 4 years, 5 commune-level civil servants were disciplined, including 3 drug addicts and 2 people violating public service ethics.
However, the implementation of policies and laws in the recruitment of ethnic minorities is still facing many difficulties. Currently, there are 215 university and college graduates and 42 recruited students who have not yet been arranged jobs; the recruitment policy is still inconsistent with the recruitment of ethnic minority children, so it is necessary to change the recruitment policy to arrange jobs after recruitment. If recruitment is conducted according to the general regulations between ethnic minority children and Kinh people, ethnic minority children will not have the opportunity to find jobs; there should be guidelines on the structure of qualifications to arrange non-professional commune-level positions to ensure balance and efficiency of work. There should be a recruitment policy for Mong and Kho Mu children in the medical sector to feel secure working in the locality.
The monitoring delegation acknowledged the results of the recruitment and use of cadres, civil servants and public employees under the district's management and suggested that the district should develop a job placement plan, regulations of the Civil Service Recruitment Council, regulations on cadre evaluation, strictly implement the prohibition of signing labor contracts with administrative and public service agencies, focus on training and fostering cadres, especially grassroots cadres at communes and towns to gradually improve the work efficiency of commune and town cadres; suggested that the district study and propose to the province to amend policies to recruit ethnic minorities to work in state agencies./.
