Survey of medical examination and treatment service prices in Dien Chau

(Baonghean.vn) - On the morning of September 4, the Culture and Social Affairs Committee of the Provincial People's Council conducted a survey on the implementation of the price regulations for some medical examination and treatment services according to Resolution No. 56/2012/NQ-HDND of the province at Dien Chau District General Hospital. Also participating were representatives of the Provincial Fatherland Front Committee, the Department of Health, and the Provincial Social Insurance.

The survey shows that the implementation of regulations on some prices of medical examination and treatment services has been carried out quite seriously by Dien Chau District General Hospital and there are many synchronous solutions to improve the quality of medical examination and treatment, ensuring the rights of patients. Specifically, the hospital has purchased and installed more waiting chairs for patients; installed more fans and air conditioners in treatment rooms; improved the examination process, reduced the waiting time of patients, an average of 3 hours/patient. Strengthened some medical equipment and implemented some new techniques such as hemorrhoidectomy by Longo method; digestive endoscopy; laparoscopic surgery to remove appendix, ectopic pregnancy, ovarian cyst, gallbladder removal; digital X-ray... The hospital has also upgraded medical equipment. The hospital is also interested in strengthening and adding 16 more doctors, meeting the needs of medical examination and treatment of the people.

Through the survey, the delegation also found that the hospital's bed capacity was overloaded, affecting the quality of medical examination and treatment. Waste and environmental treatment, ensuring a clean environment in the hospital were not guaranteed. Prices for some technical services were not suitable such as aerosol, wet film X-ray, etc.

Some categories, although regulated by the Ministry of Health, are not yet included in the provincial regulations, such as tonsillectomy by anesthesia; removal of encapsulated chalazion; removal of foreign objects from the lower throat; temporary fixation of patients with bone fractures; treatment of lower jaw fractures with a fixed bow for both jaws... Based on the issues raised at the hospital, the survey team suggested that the hospital continue to develop new services; increase the effectiveness of treatment for patients. From the practice at the hospital, continue to research with the Department of Health to propose prices for medical examination and treatment services, ensuring accuracy and adequacy but must be suitable to the economic conditions of the province, of the people and balance the health insurance fund, on that basis for the Provincial People's Council to consider adjusting in the coming time.

Dien Van Medical Station is located in the center of the communes along the coastal line of Dien Chau district. In recent years, in addition to performing the function of protecting and taking care of the health of the people in Dien Van commune, the station has also helped take care of the health of the people in neighboring communes. In 2013, the total number of patients coming for medical examination and treatment was nearly 14,000 and in the first 6 months of 2014, it was 7,658. The station was assigned to treat inpatients with health insurance with 16 beds. This is a heroic unit in the renovation period, so the facilities are quite spacious, invested in X-ray machines, ultrasound machines, testing machines...

In addition to the advantages, the current workload is high, the number of patients is increasing, while the station only has 6 medical staff, so it faces many difficulties in professional activities. At the same time, there are many shortcomings in implementing the health insurance policy, that is, the source of health insurance payment for the commune level is still at 10%, leading to a lack of medicine supply for patients, not meeting the requirements of medical examination and treatment. Some prices for medical examination and treatment services at the primary health care level are still inadequate, such as the medical examination price is only 3,000 VND/patient visit and 8,000 VND/patient/day of inpatient treatment...

The survey team received information on the shortcomings and difficulties in the implementation of Resolution 56 of the Provincial People's Council on regulating prices of some medical examination and treatment services at commune health stations. On that basis, the team will report to the Provincial People's Council to consider, amend and supplement the regulations in the coming time, meeting the requirements of medical examination and treatment of the public health system at the grassroots level in the province.
