Need to rectify teacher contracts in districts and schools

(Baonghean.vn) -Continuing the program of monitoring the recruitment and use of civil servants and public employees, on the morning of October 10, the monitoring delegation of the Legal Department, Provincial People's Council led by comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Head of the Legal Department of the Provincial People's Council had a working session with the Department of Education and Training.

Comrade Nguyen Thi Kim Chi - Director of the Department of Education and Training answered questions of concern to the monitoring delegation.

The Department of Education and Training consists of 12 departments, equivalent units and 98 affiliated public service units. Every year, based on relevant regulations of all levels, proposals of educational institutions at all levels, and the actual situation of the school, the Director of the Department issues a Decision approving, planning and guiding the reception, recruitment and transfer of civil servants of affiliated units. At the same time, the Department develops a plan for the structure, staffing quotas, job titles, job positions, and the number of employees needed to be recruited and received annually by the Department and affiliated service units to be submitted to the Provincial People's Committee for consideration and decision.

Due to the characteristics of the Education and Training sector, some units have surpluses compared to the prescribed level. The use and transfer of civil servants and public employees still have many shortcomings, causing local surpluses and shortages in some units and localities. There are still many surplus teachers in the districts. This comes from the decentralization of management and the responsibility of the education sector for the management of the apparatus and payroll.

Concluding the meeting, Comrade Nguyen Huu Lam emphasized the role of the provincial education sector in training human resources for the locality and the country. He requested the Department of Education to rectify the contract of teachers in districts and schools; the long-standing situation of local teacher shortages and surpluses. Newly issued regulations need to have joint guidance to rectify the facilities. The recommendations of the Department of Education and Training will be compiled by the monitoring team and recommended to the Provincial People's Committee.
