Seeking feedback on the draft Law on Civil Registration

(Baonghean.vn) - On the morning of October 10th, the Provincial National Assembly Delegation held a conference to gather feedback on the draft Law on Civil Registration. Comrade Pham Van Tan, Head of the Provincial National Assembly Delegation, presided over the meeting. Also in attendance were Comrade Le Quang Huy, Deputy Secretary of the Provincial Party Committee, and representatives from various provincial departments and agencies.

The draft Law on Civil Registration consists of 7 chapters and 77 articles. The draft not only regulates civil registration issues but also aims to improve the effectiveness of state management in this field. At the conference, the majority of delegates agreed with the scope of regulation as presented in the Government's submission, stating that the Law on Civil Registration only regulates civil registration issues. Regarding the abolition of birth certificates and their replacement with citizen identity cards as stipulated in the draft law, the delegates agreed that this is appropriate... Regarding the authority for civil registration, delegates agreed with the draft law submitted to the National Assembly that civil registration is assigned to two levels of government: district and commune. This regulation inherits the provisions of current laws on civil registration and management; it is based on a summary and evaluation of 10 years of implementing civil registration and management work and the implementation of legal documents on civil registration nationwide.

Regarding consular legalization of foreign documents, it was proposed that documents issued, certified, or authenticated by competent authorities of neighboring countries be added to the list of documents exempt from consular legalization for use in civil registration at commune-level People's Committees in border areas. In addition, delegates also contributed opinions on provisions related to marriage registration procedures; and on civil registration officials…

At the conclusion of the conference, Comrade Pham Van Tan thanked the delegates for their contributions, stating that these would be compiled and submitted to the National Assembly for consideration in the upcoming session.
