Guidelines for implementing policies for ethnic minority civil servants and public employees
The Ministry of Home Affairs - Ethnic Committee has just issuedJoint CircularDetailed regulations and instructions for implementing policies on ethnic minority cadres, civil servants and public employees according to Decree No. 05/2011/ND-CP of the Government on ethnic affairs.

Accordingly, the People's Committees of provinces and centrally run cities shall, based on the socio-economic development orientation, job position structure and staffing quotas, conditions and specific requirements of the locality, recruit, plan, train, foster, appoint and use the team of ethnic minority cadres, civil servants and public employees working in agencies, organizations and units to ensure a reasonable ratio, corresponding to the proportion of ethnic minorities in the locality.
In ethnic minority areas, it is necessary to have ethnic minority leaders, civil servants, and managers.
Central agencies, organizations and units, based on their functions, tasks, organizational structure, job position structure and staffing quotas, recruit, plan, train, foster, appoint and use ethnic minority cadres, civil servants and public employees, ensuring a reasonable ratio.
According to the Circular, the Ethnic Committee must have a minimum ratio of ethnic minority officials, civil servants and public employees of 40% of the total payroll.
For the Departments and units under the Ethnic Committee, in the planning and appointment to leadership and management positions, there must be at least one head or deputy head who is an ethnic minority.
Sent to study, recruited without exam into civil service, public employee
Also according to the Circular, ethnic minorities who are sent to study at universities, colleges, vocational colleges, vocational intermediate schools, and professional intermediate schools under the nomination system after graduation will be recruited without taking an exam into civil servants and public employees and assigned work according to the provisions of Decree No. 134/2006/ND-CP of the Government regulating the nomination system to university, college, and intermediate educational institutions in the national education system.
The planning and appointment of ethnic minority cadres, civil servants and public employees are carried out according to regulations. Priority is given to planning and appointment of female and young ethnic minority cadres, civil servants and public employees, very few of whom participate in agencies, organizations and units in the political system at all levels.
In case ethnic minority cadres, civil servants and public employees working at district level or lower have been approved by competent authorities for planning to leadership, management or equivalent positions and are appointed for the first time if they still lack the prescribed standards, they will still be considered for appointment to ensure the requirements of the task, but within a period not exceeding 1/2 of the appointment term, the competent management agency must be responsible for sending them for training and development to complete the standards.
This Circular takes effect from November 1, 2014.
