The draft Circular on new bank card activities issued by the State Bank has provisions to expand the subjects eligible to use cards compared to Decision 20 to promote card payments.

Specifically, the main cardholder must be an individual who is 18 years of age or older and has full civil capacity and conduct as prescribed by law; or from 15 years of age to under 18 years of age, not having lost or limited civil capacity, and has personal assets to ensure the performance of obligations in using the card.

As for supplementary cardholders, they must meet certain conditions such as being 18 years of age or older, having full civil act capacity according to the provisions of law; or from 15 years of age to under 18 years of age, not having lost or limited civil act capacity, having personal assets to ensure the performance of obligations in using the card.

Individuals who do not have personal assets to secure the performance of obligations in using the card must have written approval from their guardian or legal representative regarding the use of the card; or, if they are from 11 years old to under 15 years old and do not have lost or have limited civil act capacity, must have written approval from their guardian or legal representative regarding the use of the card.

In addition, the supplementary cardholder must have a written commitment from the primary cardholder to fulfill all obligations arising from the use of the card along with other conditions of the card issuer. Cases of supplementary card issuance for people from 11 years old to under 15 years old must be specifically considered by the Governor of the State Bank and approved by the card issuer before implementation.

The draft Circular on bank card activities also stipulates that card acceptance units are not allowed to collect from cardholders any fees related to card acceptance in payment transactions for goods and services that cardholders make at the card acceptance unit in any form.

In case of card loss, disclosure or suspected disclosure of PIN, card information to others may lead to card abuse, the cardholder must immediately notify the card issuer via hotline or by data message./.
