Making good preparations for the 13th session of the Provincial People's Council, term 2011-2016.

(Baonghean.vn) - On the morning of November 26th, under the chairmanship of Comrade Tran Hong Chau – Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, the Standing Committee of the Provincial People's Council held its regular monthly meeting for November to finalize some contents in preparation for the end-of-year 2014 session; and the program for drafting resolutions and supervision by the Standing Committee and the committees of the Provincial People's Council in 2015.

Attending the conference were Comrade Nguyen Xuan Son - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; representatives from the Provincial People's Committee Office; and the Provincial Fatherland Front Committee.

Comrade Tran Hong Chau chaired the meeting.

At the meeting, delegates reviewed the work of the Standing Committee and the Committees of the Provincial People's Council in November, focusing on the successful organization of the 12th extraordinary session. At this session, five resolutions were voted on and passed, including three resolutions on personnel and two resolutions on socio-economic issues, namely the Resolution on changing the purpose of use of rice land and protective forest land for investment projects in the province; the Resolution on advancing State Treasury funds for investment in key projects and works; the Provincial People's Council also prepared content for the 13th session at the end of 2014; and focused on completing the monitoring and survey programs set out for 2014.

At the conference, delegates discussed the reports and draft resolutions that will be debated and considered at the 13th session of the 16th Provincial People's Council. Based on the 20 reports and draft resolutions submitted by the Provincial People's Committee, the delegates agreed to include 15 reports and draft resolutions for discussion at the 13th session (including 2 resolutions that were merged into one), while the remaining 4 resolutions will be postponed to the next session.

Regarding the monitoring program of the Standing Committee and the Committees of the Provincial People's Council in 2015, the delegates were interested in the results of monitoring the issues and contents that the Standing Committee and the Committees of the Provincial People's Council had monitored in 2014; and monitoring the resolution of recommendations made by the Standing Committee and the Committees of the Provincial People's Council.

Concluding the meeting, Comrade Tran Hong Chau emphasized: The main task for the Standing Committee and the Committees of the Provincial People's Council in December is to focus on completing the preparations for the 13th session. The Standing Committee and the Committees of the Provincial People's Council will summarize the work of the year and develop the work plan for 2015; organize the development of plans and coordinate the implementation of policies, resolutions, and tasks approved by the National Assembly at the 8th session of the 13th term; and implement the resolutions of the Provincial People's Council conveyed to the district-level People's Council sessions at the end of 2014. Regarding the selection of proposals and resolutions to be considered and decided at the 13th session, four factors must be ensured: legal basis; urgency; and resources to ensure the resolution is put into practice. To ensure these conditions, the Standing Committee of the Provincial People's Council assigns the Committees of the Provincial People's Council responsible for review to conduct thorough reviews to ensure the quality of the resolutions issued.

Comrade Tran Hong Chau emphasized that 2015 is the year of organizing Party congresses at all levels; the year of preparing for the summary of the 2011-2016 term of the Provincial People's Council. Therefore, the monitoring program of the Standing Committee and the Committees of the Provincial People's Council in 2015 should not get bogged down in specific incidents but should focus on monitoring overall and comprehensive issues, serving the summary of the activities of the Provincial People's Council during the 2011-2016 term and setting tasks for the new term.
