Experience in rural traffic in Long Thanh

(Baonghean) - At the end of 2014, Long Thanh was one of five communes in Yen Thanh district recognized as meeting new rural standards. Contributing to that result, the Party Committee and people of the commune have done a good job of site clearance and rural traffic improvement.

We returned to Long Thanh (Yen Thanh) one day in early 2015. From Provincial Road 538, the road to the commune was paved with beautiful, wide concrete. The road to Dong Yen hamlet was previously less than 3m wide, cars could not enter, but now, after a fierce campaign to open the road and clear the land, the road has been widened to 6m, 2 cars can pass each other. On both sides of the road, the fences of the households were built neatly and cleanly. Every alley is neat and tidy.

As a low-lying commune of the district, known as a frequently flooded area, rural infrastructure has received investment attention. Mr. Le Cong Dau - Chairman of the Commune People's Committee excitedly said: "Long Thanh is a commune with a tradition of rural traffic. For decades, the plan to build rural traffic and irrigation has been approved in congress resolutions. The commune has expanded the road to Bao Thanh through Ru Dat Parish, 2 km long, 9 km wide, with ditches and trees on both sides. At that time, this road was worth about 3 billion VND, including resettlement. The Commune People's Committee was responsible for providing resettlement land in the form of land for land, building culverts across the road, the parish was responsible for relocating 8 households. This is also our experience in choosing locations for site clearance. We have taken advantage of the priest's voice in site clearance for parishioners".

From Ru Dat and Giap Ngoi points, the commune continued to direct 17 hamlets to simultaneously expand traffic. Up to now, the traffic system is convenient, Provincial Road 534 (6 km) has been asphalted to grade 4 road standards. Trung Long district road (3 km), Long - Nam - Khanh 3 km long (relocating 6 households) was put into use in 2012; the flood-crossing road of the town - Tang Thanh - Long Thanh - Vien Thanh (5 km) running through Long Thanh commune has been completed. The Tay Yen craft village road to Ru Dat - Van Trai 6 3 km long has been cleared and the construction of the craft village road was put into use in 2013. In addition to the State investment projects (Provincial Road 534), people have donated about 5 hectares of land. With the traffic route, trade is convenient, people's lives are increasingly improved, the average income per capita in 2014 reached 25 million VND/year.

As a densely populated plain commune, living in a traditional concentrated manner, planning work is still limited, and the dense population and housing make the planned expansion and renovation difficult, especially in terms of compensation costs. However, with the efforts of the Party Committee, the government and the consensus of the people, the policy of expanding, upgrading infrastructure and converting land for the second time here was quickly completed. To achieve such results, it is thanks to good propaganda work among cadres and people about the purpose, meaning, and long-term benefits to clearly define the responsibilities and obligations of each person in expanding and renovating rural traffic routes. Promoting the movement of land donation and land contribution for traffic and irrigation construction among the people.

Mr. Dang Trong Lan - Head of Dong Yen Hamlet, said: “This movement has become a voluntary, almost mandatory movement based on the boundary markings determined from the period 2005 - 2007. For example, in the second land conversion, the whole commune had 150 hectares of land for infrastructure construction. Taking residential areas as the main focus, coordinating with the front, organizations, prestigious people and inter-family groups as the core. Everything is contributed by the people, done by the people, discussed by the people, through targets and plans, implemented by the hamlet and the investor finalized through the people. Therefore, the process of land acquisition, construction of traffic routes as well as land reclamation, the people are very supportive and united, there is not a single petition”.

Mr. Le Cong Dau - Chairman of Long Thanh Commune People's Committee added: "In the land acquisition and clearance, we follow a rolling process, easy to do first, difficult to do later and move towards synchronization. There are some households that are not yet able to demolish their houses or architectural works due to economic difficulties, so we will delay the clearance and release them later. We have unified and consistent direction from the Party Committee, People's Council, People's Committee, and coordinate with the Fatherland Front and mass organizations through policies, plans, projects and support mechanisms and policies. From there, we will create a strong emulation movement, focus on unity, take motivation from the people to speed up the progress and mobilize maximum financial resources such as children far from home, businesses, etc. to create a combined strength".
