Improve the quality of meetings

It can be said that in recent provincial People's Council meetings, the atmosphere in the parliament has always been lively, carrying the warmth of life's breath related to people's issues. The spirit and spirit of the delegates have shown a high sense of responsibility towards the voters of the province.

Looking at the two most recent meetings, the mid-year and the end of 2014, we can easily see that, in addition to macro issues such as adjusting the master plan for socio-economic development of Nghe An province to 2020; adjusting the master plan for Vinh City construction in the period to 2030, vision to 2050; converting some areas of rice fields and protective forests to serve socio-economic development projects; the Provincial People's Council spent a lot of time solving issues related to people's livelihood. These were difficulties in agricultural production, new rural construction; lack of production land for people in mountainous areas; slow repayment of initial investment in rural power grid infrastructure for people; low quality of rural electricity; slow progress in administrative reform, and civil servant ethics; medical ethics among health sector staff still causing public outrage; The quality of people's domestic water is not guaranteed...

Even the questioning activities at the two sessions also focused on urgent issues related to people's lives such as: the "post" resettlement issue of Ban Ve Hydropower Plant in Thanh Chuong; the quality of medical examination and treatment at medical facilities; the quality of food hygiene and safety; the management of labor export still has many limitations...

It is the "design" of the program and content of the meeting that is close to real life that makes the quality of the meeting, attracting the attention of a large number of voters in the province. This is demonstrated at each meeting. Through the hotline and the citizen reception department, 40-60 voters sent information directly to the meeting about the issues raised on the agenda. To achieve that, the meeting must be carefully implemented; the program and content must be close to reality and attract the attention of a large number of voters.

In each session, the chairperson of the meeting "assigned roles", each person was "in charge" of running each working session to ensure depth and solidity in each content and program. Then each session had an opening section, posing orientational issues (such as group discussion sessions, discussions in the hall, questions and answers); there was a conclusion section, frankly pointing out what had not been done, and at the same time assigning responsibilities to each level and each specific sector to continue to urge and resolve.

To make the question-and-answer sessions at the meetings “fiery”, in addition to the provincial People’s Council delegates studying documents themselves, the Provincial People’s Council Standing Committee also assigned the committees and groups of provincial People’s Council delegates (each district level has a group of delegates) to prepare a set of questions and assign delegates to conduct the questions. Therefore, through the questioning of the provincial People’s Council delegates, the reality in each locality and through the answers of the people assigned to answer the questions, measures and solutions to solve each problem and each locality will be clarified, including clarifying the responsibilities of the district level, the grassroots level and some related sectors that have long been neglected in reality.

Delegate Truong Hong Phuc (Do Luong) said: “The working sessions at the meeting all had heated debates and questions. Although there were issues with different opinions, they all came from a constructive and objective spirit, with the ultimate goal of reaching consensus and creating practical effectiveness. Those are the successes of the recent meetings of the Provincial People's Council.”

Strengthen thematic monitoring

In 2014, the Standing Committee and the Provincial People's Council committees have been concerned with implementing supervision on many topics with both depth and breadth. 26 supervisions and surveys were focused on closely following the socio-economic development practices of the province.

Notably, such as the work of receiving citizens, handling petitions, complaints and denunciations of citizens; the situation of attracting investment in the province; the work of managing and protecting mineral resources; the situation of land use, land handover, land lease at agricultural and forestry farms, Youth Volunteer Force - Construction and Development Teams; supervising the work of recruiting and using civil servants and public employees in state administrative agencies and public service units; the work of building national standard schools; the work of granting Certificates of land use rights associated with house ownership rights in new urban areas and apartment buildings in the province...

In particular, before each session, the recommendations have been resolved, the Provincial People's Council requests the Provincial People's Committee to respond at the nearest session; and the recommendations that have not been resolved are also summarized by the Standing Committee and the Provincial People's Council committees and reported publicly at the session, in order to pursue the recommendations to the end, avoiding the situation of "beating the drum and abandoning the stick", the recommendations only stop on paper.

According to Vice Chairman of the Provincial People's Council Nguyen Xuan Son, from the results of activities in 2014, in the coming time, the Provincial People's Council sets out the responsibility to better perform the role of the elected representative body, representing the will and aspirations of voters, meeting the position of the local authority. Accordingly, the contents brought up for consideration and decision at the sessions must go into depth to discuss solutions to implement local tasks as well as the Party's guidelines and policies and the State's laws, and resolutions issued by the Provincial People's Council; continue to innovate the questioning and answering activities, enhance the responsibility and capacity of delegates so that the questioning sessions achieve higher quality; at the same time, strongly supervise and urge the implementation of promises made by all levels and sectors at the sessions. Continue to study and improve the way of conducting supervision, focusing on supervising key, focal issues, and comprehensive issues to serve the preparation for summarizing the activities of the Provincial People's Council, term 2011 - 2016, and proposing tasks for the next term.
