The Ministry of Information and Communications has officially allocated an additional 2 million 10-digit 0911 and 0941 prefixes to VinaPhone, according to Decision No. 80 issued on February 5, 2015, regarding the allocation of telecommunications codes and numbers.

Information from VinaPhone confirms that, with 7 network codes (091, 094, 0123, 0124, 0125, 0127, 0129), this network currently owns a total of 58 million phone numbers.
Before VinaPhone, MobiFone had also been approved to add the prefix "1" after the existing 090 and 093 prefixes, meaning that this network operator also gained an additional 2 million new 10-digit subscriber numbers.
The addition of new prefixes to VinaPhone's numbering system was confirmed by Deputy Minister of Information and Communications Le Nam Thang at VinaPhone's 2015 Business Plan Implementation Conference on January 12th. According to the Deputy Minister, the Ministry has issued a new telecommunications numbering plan, intending to convert all 11-digit numbers to 10-digit numbers in the future, instead of extending phone numbers from 10 to 11 digits as proposed by some network operators facing number shortages. However, while awaiting the release of fixed-line area codes for transfer to the mobile market, the Ministry will allow the company to use the prefix "1" after the current 091 and 094 prefixes.
According to data compiled by the Ministry of Information and Communications, by the end of 2014, Vietnam had 138.6 million mobile subscribers. With this number, Vietnam had a mobile subscriber density of 140 subscribers per 100 people. The Ministry had issued over 200 million subscriber numbers to mobile operators.
