"Making" new rural areas in Nam Thuong

(Baonghean) - ...These days, Nam Thuong commune (Nam Dan) is simultaneously launching a campaign to build rural roads with the determination to reach the goal of building a new rural area (NTM) in 2015.

With the source of cement prioritized by the Provincial People's Committee, entering the second quarter of 2015, all 5/5 hamlets of Nam Thuong commune enthusiastically started to build intra-village roads. Taking the lead was hamlet 2, which in just a short time built and completed the main road of the hamlet with a length of nearly 1km and a width of 5m. Notably, during the construction process, there was a fairly long section of road of 250 - 300m, but only 14 households contributed, the mobilization level was up to 6.7 million VND/household, but the people were all enthusiastic to contribute in full. Mr. Nguyen Van Truong, in hamlet 2, said: "After the commune launched, the people started to do it right away. The cement support from the State, in which the concrete road surface was 3m, the hamlet poured a width of 5m, the cost "increased" a lot, but we mobilized more children far from home to support us so that we were determined to do it."

From the movement of hamlet 2, the Party Committee and the government of Nam Thuong commune focused on leading and directing the expansion to over 100% of hamlets, creating a "revolution" in mobilizing internal resources to complete the traffic criteria as soon as possible, creating momentum to shorten the roadmap to the finish line of building a new rural area. With that spirit, although life is still difficult, dozens of households have volunteered to contribute 8-10 million VND beyond the assigned target. Typically, the families of Mr. Tran Trong Due, Nguyen Canh Hoai, and Ms. Dinh Thi Nga in hamlet 5 are former Youth Volunteers, policy families, volunteered to contribute 10 million VND each, encouraging the spirit of the whole hamlet to follow. Ms. Dinh Thi Nga said: "Although there are still difficulties, when building roads, all families volunteer to contribute because they understand the benefits both now and in the long term...".

Nam Thuong is a commune that is both mountainous and located in a flood-prone area, often facing difficulties due to annual droughts and floods, so the starting point for building a new rural area is low, with only 5 initial criteria met. However, after more than 4 years of building a new rural area, thanks to the dynamism of the Party Committee and the government, which has mobilized many sources of support from programs and projects, and knowing how to arouse the will of self-reliance and promote the internal strength of the people, Nam Thuong has mobilized a total capital of more than 30 billion VND, of which the people contributed 50%. Thanks to focused and key investments, ensuring that they are suitable for the requirements of each item at each time, by the end of 2014, the commune had achieved 17/19 criteria according to the national criteria for building a new rural area.

Regarding the traffic criterion, although it has basically met the standards compared to the regulations, it is not really sustainable, so the determination of the commune in this period is to invest in upgrading all rural traffic routes to ensure quality, creating momentum for implementing the remaining criteria. Comrade Nguyen Thuc Phao, Chairman of Nam Thuong Commune People's Committee said: Currently, the commune only has 2 criteria: medical stations and schools that have not met, but thanks to taking advantage of project resources, they have also started construction. In addition, although the traffic criterion has been met, it is not really sustainable, so the commune continues to mobilize people to upgrade and expand to reach the NTM target on time by November 2015.

The enthusiastic and urgent atmosphere in the new rural construction movement of the Party Committee and people of Nam Thuong commune has been and is really contributing more motivation, creating a strong spreading force, affirming the strength of "Party's will, people's heart" right before the Nam Dan district Party Congress for the 2015 - 2020 term.
