Increase road toll collection for road maintenance and repair

Through monitoring, it is shown that the collection of road use fees per vehicle has been implemented in the province since the end of 2013. For cars, the basic fee collection has been seriously implemented through periodic vehicle inspection activities; but for two-wheeled motorbikes, there are many difficulties. The reason is that the localities have not fully and accurately counted the number of motorbikes; on the other hand, they have not really taken drastic measures to collect fees.
Total revenue from road use fees for motorbikes implemented by localities in 2013 and 2014 was 36.14 billion VND (in 2013, revenue only reached 32.74% of the estimate and in 2014, it reached 69.48% of the assigned estimate).

The revenue from road use fees regulated by the Central Government and left to the province has been allocated by the province to carry out maintenance and repair of traffic routes according to the principle of giving priority to degraded and severely damaged roads; large traffic volume and priority to mountainous areas.
From 2013 to now, from this fund, the province has allocated 7 installments with a total amount of 180,266 billion VND for 54 routes and road sections managed by the province and district. Currently, the remaining balance of the province's road maintenance fund is more than 24 billion VND, while the whole province has more than 14,000 km of district and commune roads, which have only been built for a long time but have not had the resources to maintain, so many roads have been degraded and severely damaged.

Faced with the reality of low road toll collection rates and the need for resources to maintain and repair district and commune roads, at the meeting, the Department of Transport and the monitoring delegation of the Economic - Budget Committee of the Provincial People's Council discussed and agreed to find solutions to increase road toll revenue and use toll resources for road maintenance and repair in the province, creating convenient travel conditions for people.
