Preferential loan policy for Farmers' Association members

(Baonghean.vn) - Before the 8th session of the 13th National Assembly, the National Assembly Delegation has compiled and forwarded the opinions of voters of Nghe An province to the Ministry of Finance on the issue: "Proposing preferential loan policies for members of the Farmers' Association after vocational training.

The Ministry of Finance responded as follows:

In recent years, implementing the Party's Resolution in the fields of agriculture, rural areas, and farmers, the Government and the Prime Minister have issued a number of credit policies to serve agricultural and rural development, specifically:

- Decree No. 41/2010/ND-CP dated April 12, 2010 of the Government on credit policy for agricultural and rural development, which stipulates beneficiaries including: Individuals and households (poor households, near-poor households, households with normal income) are allowed to borrow capital from credit institutions and small-scale financial institutions to develop production and business with fully regulated credit mechanisms and incentives.

- Resolution No. 48/NQ-CP dated September 23, 2009 of the Government, Decisions No. 63/2010/QD-TTg dated October 15, 2010 and Decision No. 65/2011/QD-TTg dated December 2, 2011 of the Prime Minister (currently replaced by Decision No. 68/QD-TTg dated November 14, 2013 of the Prime Minister) on policies to reduce post-harvest losses for agricultural and aquatic products, which stipulate that organizations, individuals and households (including poor households, near-poor households and households with normal income levels) are allowed to borrow capital to invest in purchasing machinery and equipment to reduce post-harvest losses at commercial banks and are supported by the state budget with 100% interest in the first 2 years and 50% interest in the following years.

- Currently, the Vietnam Bank for Social Policies (VBSP) is implementing 19 preferential credit programs regulated by the Government and the Prime Minister, of which some programs have specific regulations on subjects eligible for loans at the VBSP, including subjects who are members of the Farmers' Association.

- Pursuant to Decision No. 673/QD-TTg dated May 10, 2011 of the Prime Minister on the Vietnam Farmers' Union directly implementing and coordinating the implementation of a number of programs and projects on rural economic, cultural and social development in the period 2011 - 2020, on November 15, 2011, the Central Executive Committee of the Vietnam Farmers' Union issued Decision No. 908-QD/HNDTW on the charter of organization and operation of the Farmers' Support Fund with the purpose of: Supporting and assisting farmer members in building and replicating economic development models to eliminate hunger and reduce poverty; Improve the scale of production and commodity production, develop industries, contribute to economic restructuring and develop collective economic forms in rural areas, create jobs, promote the application of technical advances and new technologies in agricultural production, exploit the potential and strengths of each region to create agricultural products, goods and services of high quality and efficiency.

Borrowers of the Farmers' Support Fund include: Farmer member households who voluntarily participate in the project of borrowing households to develop production and business under the guidance of the Farmers' Association at all levels; Cooperative groups of farmer members, agricultural cooperatives that have signed contracts or cooperation agreements with the Farmers' Association on supporting farmers, especially poor and near-poor households in the region to organize production, business, consume products, solve jobs, and increase income.

Thus, the preferential loan policy for members of the Farmers' Association after vocational training has been issued quite synchronously and fully. The Ministry of Finance would like to reply so that the National Assembly Delegation of Nghe An province can inform voters and request the National Assembly Delegation to continue to pay attention to directing the departments and branches of the province to coordinate and effectively organize the implementation of social security policies in the area, especially preferential loan policies for members of the Farmers' Association.
