Clarifying the responsibility of performing public duties of internal affairs officials

(Baonghean.vn) - Continuing the inspection program before the 14th session of the 16th Provincial People's Council, on the morning of June 25, the Legal Committee of the Provincial People's Council inspected a number of reports from the internal affairs sector, including the Court, the People's Procuracy and the Provincial Inspectorate on the results of work in the first 6 months of the year and tasks for the last 6 months of 2015.

Also attending the inspection was comrade Hoang Viet Duong - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee.

Deputy Head of the Legal Department, Thai Thi An Chung chaired the investigation.

At the review, members of the Legal Committee and representatives of the Provincial People's Council's Committees basically agreed with the reports submitted by the units, generally closely following the tasks of each unit, clarifying a number of limitations and shortcomings, clearly identifying the causes of problems. However, the Legal Committee and the Provincial People's Council's Committees also raised a number of concerns, requesting the units to clarify. Although the rate of settlement and trial of all types of cases in the first 6 months of the year was quite high at 75% compared to the total number of cases accepted, there were still cases that were prolonged and had no deterrent effect. The rate of settlement of administrative cases was low, with 54% of first-instance trials and 63% of appeals. In the process of settling all types of cases, there were 9 cases with the trial results annulled, although 0.30% compared to the total number of cases tried, it is also necessary to clarify the objective and subjective causes, responsibilities, and capacity of the staff of the district and provincial courts.

Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Committee said that it is necessary to strengthen and improve the quality of coordination between levels, sectors and agencies in receiving people, handling complaints and denunciations of citizens.

Mr. Tran Ngoc Son - Deputy Chief Justice of the Provincial People's Court clarified some contents that the Provincial People's Council was interested in.

Mr. Phan Quy Hung - Deputy Director of the Procuracy reported on the results of the agency's political tasks in the first 6 months of 2015.

Some delegates also suggested that the sectors should pay attention to the coordination between agencies in the internal affairs sector in performing their duties, especially the three agencies related to the investigation, prosecution, and trial of various types of cases; coordination with Party committees and authorities in managing non-custodial reform subjects in localities; pay attention to cases with adjourned or suspended trials. Strengthen the trial of corruption cases; supervise the trial of civil cases... Focus on improving the qualifications, capacity, responsibility, and public service ethics of the staff, contributing to improving the quality of task performance in each agency in the internal affairs sector.

Mr. Nguyen Chi Nham - Chief Inspector of the province stated that the situation of false complaints and denunciations is still high.

Also this morning, the Legal Committee of the Provincial People's Council reviewed the report on public reception, complaint and denunciation settlement; anti-corruption work in the first 6 months of the year, and tasks for the last 6 months of 2015.
