Ministry of Construction requests review of small and medium hydropower projects

The Ministry of Construction proposed to inspect from survey, design to construction and acceptance, especially hydropower projects under construction.

The incident of the collapse of the water tunnel of the Da Dang hydropower project in Lac Duong district, Lam Dong province, which occurred on December 16, shows that the current situation of quality management and labor safety assurance in construction at a number of medium and small hydropower projects still has many shortcomings, posing many potential risks to the safety of the project and human life.

Faced with this situation, on December 25, the Ministry of Construction issued a document requesting the Ministry of Industry and Trade and the People's Committees of provinces and centrally-run cities to direct the inspection and review of construction investment activities, quality management and safety in the construction of small and medium-sized hydropower projects in the area.

Specifically, inspecting from the survey, design to construction and acceptance stages of the project, especially projects under tunnel construction, with complex geological conditions and long construction progress, to avoid repeating similar incidents as occurred at the Da Dang hydropower project.

In case of detecting violations, they must be strictly handled according to the provisions of law. The results of the review must be reported in writing to the Ministry of Construction before February 15, 2015.
