How strict is the 2015 national high school exam marking process?
According to information from many universities hosting the exam clusters, to keep up with the schedule, the exam marking work was carried out in parallel with the exam organization, so many schools have almost completed this work.

According to the regulations of the Ministry of Education and Training, the Provincial Examination Steering Committees and Examination Councils must complete the marking of the exams according to the schedule. By July 20 at the latest, the examination clusters must announce the marking results, ensuring the graduation and university and college admission schedules.
Essay tests will be graded according to the grading guidelines, answers, and grading scale of the Ministry of Education and Training. Tests will be graded on a 10-point scale, up to 0.25 points; no rounded scores.
The marking process is organized according to a two-round independent marking process in two separate marking rooms.
The first marking session, the Head of the Examination Board organizes a draw of the entire bag for the examiners, and gives it to each person separately. Before marking, the examiner checks each paper to ensure that there are enough sheets and blanks, and crosses out all the blank spaces left over from the candidates. Do not mark papers written on paper other than the paper used for the exam.
In case of discovering that the test paper does not have enough pages or cards; the test paper is on scratch paper; the test paper is on paper different from the paper used for the exam; the test paper has the handwriting of two people, written in two or more different types of ink, written in red ink, pencil or has writing and drawing of content unrelated to the exam content; the test paper is crumpled or suspiciously marked, the examiner is responsible for handing over these test papers to the Head of the exam marking department for processing.
After the first marking, the member of the Examination Council Secretariat will take out the marking sheets and hand over the exam paper bag to the Head of the Examination Board to organize a draw for the second marking person, ensuring that the marked exam paper bag is not returned to the person who marked the first time.
For multiple-choice tests, all answer sheets must be graded by machine and specialized software. During the grading process, there is a direct and continuous monitoring department from the time the seal of the multiple-choice answer sheet bag is opened until the end of grading.
Members involved in processing the multiple choice answer sheets are not allowed to bring pencils or erasers into the marking room and are not allowed to correct or add to the answer sheets for any reason. Any unusual phenomena must be reported immediately to the supervisor and the Team Leader for confirmation and recording in the minutes.
All the multiple choice answer sheets after being scanned must be checked to check for any errors (if any) in the scanning process. The scanned data is recorded on 2 identical CDs, sealed under the supervision of inspectors and police. One CD is given to the Chairman of the Examination Council for safekeeping, the other is sent by express mail to the Ministry of Education and Training.
After that, the test processing team can open the sealed CD containing the scoring data under the supervision of the police and inspectors to proceed with scoring.
The marking team will mark and convert scores by computer to a 10-point scale (up to 0.25) for each multiple-choice test. Agree to use the subject code in the data files according to the regulations of the Ministry of Education and Training.
In addition to the marking rounds, at least 5% of the number of marked exams of each essay subject will be checked, according to the marking progress of that subject; the checking will be carried out according to the process in Article 25 of these Regulations.
After the exam scores are available, all candidates have the right to request a review of their exam. The Department of Education and Training will receive candidates' requests for review within 10 days from the date of exam score announcement.
Within 15 days from the deadline for receiving appeals, the Examination Council must announce the appeal results.
If necessary, the Minister of Education and Training shall decide to establish an Evaluation Council to evaluate all or part of the exam papers or to check the review results of one or several Examination Councils.
