According to initial information, Hong Zhaohui was wanted by Shanghai City Police, China, in 2015 for falsifying special value-added tax invoices to embezzle export tax refunds and tax deductions.

Chinese authorities determined that from October 2009 to March 2012, Hong Zhaohui and other individuals registered to establish many companies in Fengxian District, Shanghai. In the name of these companies, Hong Zhaohui falsified special value-added tax invoices related to other companies in China.
Using this method, Hong Zhaohui embezzled 10 million yuan, equivalent to 1.5 million USD in export tax refunds and tax deductions.

After hiding in Vietnam, on August 22, this subject turned himself in to the police.
