After the National Assembly (NA) session regulations are approved, there will certainly be many new contents towards continuing to innovate and further improve the quality and effectiveness of the NA session.

The current National Assembly Session Regulations have been implemented since 2002. After more than 12 years of implementation, the National Assembly Session Regulations have made important contributions to the activities of the National Assembly in general and to improving the quality of National Assembly sessions in particular, creating a legal basis for the National Assembly to fully perform its functions, tasks and powers at the session.

The number of important contents discussed, considered and decided at each session is increasing, and the quality of decisions of the National Assembly is improving.

However, the current National Assembly Session Rules after many years of implementation have revealed limitations and shortcomings that need to be overcome, such as the lack of regulations on the order and procedures for the National Assembly to decide on a number of important issues; principles and methods for conducting meetings of National Assembly delegations, National Assembly delegations, meetings organized by the Ethnic Council and committees at the National Assembly session; reviewing, deciding and adjusting the National Assembly session agenda; exercising the right to run for election and nominate; taking votes and votes of confidence; ensuring discipline at the session...

For example, the current Internal Regulations only stipulate that the National Assembly holds two regular sessions each year, a mid-year session and a year-end session. In reality, since the end of the 11th National Assembly's term, the National Assembly has always opened its first session of the year on May 20 and its last session on October 20. This is the basis for the draft Internal Regulations to supplement specific regulations on the opening time of the National Assembly's regular sessions (Article 3). Such regulations will facilitate the arrangement, planning and implementation of the program.

The draft new Session Rules also clearly stipulates that in case of being unable to attend the session or being absent from the sessions, National Assembly deputies must send a document stating the reason and duration of absence to the head of the National Assembly delegation, and at the same time send a document to the General Secretary of the National Assembly to report to the National Assembly Chairman.

In case of absence from 3 working days or more at each session, the head of the National Assembly delegation and the General Secretary shall be sent to report to the National Assembly Chairman for decision.

The list of National Assembly deputies who cannot attend the National Assembly session is recorded in the Minutes of the National Assembly session, the list of National Assembly deputies absent from the session is recorded in the Minutes of the session.

Another new regulation is that citizens can attend public plenary sessions of the National Assembly. The Secretary General of the National Assembly will organize citizens to attend National Assembly sessions to ensure security, order, and safety of the National Assembly session, without affecting the activities of the National Assembly and National Assembly deputies.

The Draft Rules of the National Assembly session also specifically stipulates in which cases electronic documents are used and in which cases paper documents are used. Specifically, except for cases involving State secrets, official documents are circulated in electronic form.

According to the program, the National Assembly will pass the Rules of Procedure for the National Assembly session at the end of this session.
