(Baonghean.vn) - In the past term, especially in the "pivotal year" of 2015, through two sessions, many issues decided by the Provincial People's Council were closely related to real life and had quality, resolving existing problems, and at the same time promoting the overall development of the province.

In 2015, the Provincial People's Council passed 35 resolutions in 2 sessions and more than 10 issues were discussed between the 2 sessions related to socio-economic, national defense and security, and building a strong political system. Resolutions on socio-economic development plans; basic construction; annual budget revenue and expenditure... are all legal documents that govern the activities of all levels and sectors, contributing to creating a breakthrough in socio-economic development in the final year of the term of Party Congresses at all levels.

In addition, the Provincial People's Council decides on many medium-term and long-term issues. Notably, a series of decisions related to the fields of agriculture, rural areas and farmers, such as the decision on the planning for agricultural development in Nghe An province until 2020 and vision to 2030; policies to support enterprises in Nghe An province to build and develop brands; policies to support infrastructure construction in agricultural areas; mechanisms and policies to support and encourage new rural development in the period 2015 - 2020.

Questioning and answering questions is the activity that the People's Council delegates and the majority of voters are most interested in and look forward to at each session, so the Standing Committee of the Provincial People's Council always considers and innovates in this activity. At the 14th session (July 2015), the Provincial People's Council chose to question many issues that are correct and meet the wishes of the majority of voters.

Specifically, the application of scientific and technological topics into practice has achieved low results and has not had a strong impact on socio-economic development; the situation of arbitrary and non-compliant labor contracts in state administrative agencies and public service units affects discipline, administrative discipline and the rights of workers; job placement for ethnic minority students in mountainous districts who study under the selection system still has many shortcomings, the number of students who have finished school but have not found jobs is still large; the settlement of backlog of files for people with revolutionary contributions is still slow.

Through questioning and answering questions, the Standing Committee of the Provincial People's Council noted that relevant sectors need to carefully screen topics on applying science and technology, pay attention to applying science and technology in agriculture. Along with that, it is necessary to perfect mechanisms and policies related to science and technology, mechanisms and policies for creating science and technology markets; coordination mechanisms with other sectors; strengthen the organization of science and technology work. Or as related to the content of questioning on labor recruitment, it is required that: The Provincial People's Committee strengthen the direction of recruitment in agencies; direct units to rearrange the apparatus, provide training to improve quality, build monitoring mechanisms, strengthen inspection and handling of violations; redefine training needs to have a reasonable recruitment regime.

The highlight of the questioning and answering activities in 2015 was the 15th session. As it was the last session of the term, the Standing Committee of the Provincial People's Council reviewed the contents that had been questioned in the sessions from the beginning of the term until now but had not had any positive changes; at the same time, it considered the proposed opinions of the Standing Committee and the committees, the Provincial People's Council delegates as well as synthesized the opinions and recommendations of voters in the province to select the content of the questioning. Accordingly, the Standing Committee of the Provincial People's Council synthesized nearly 30 issues, of which 15 issues were selected in 4 areas: economy; culture - society; traffic - transportation; ethnic groups - mountainous areas to discuss and include in the content of the questioning.

The Standing Committee of the Provincial People's Council unanimously raised questions on three key issues. These are: Food safety and hygiene; environmental pollution; implementation of unfinished landslide prevention and resettlement projects affecting people's lives. Of which, food safety and hygiene and environmental pollution are two issues that were "re-" questioned. The remaining issues out of the 15 issues were reported in writing by the Provincial People's Committee to the Provincial People's Council delegates to monitor the implementation of promises made in previous questioning sessions. The special thing at this 15th session was that it was innovated in the direction of "open" questioning.
