The conference was attended by representatives from various departments and agencies, and nearly 400 delegates including chairmen, vice-chairmen of the Fatherland Front, and heads of mass organizations from the wards and communes of Vinh City.

The Vietnam Fatherland Front's campaigns in 2016 focused on four main areas: launching the "National Unity Campaign for Building New Rural Areas and Civilized Urban Areas"; improving the quality of the "Day for the Poor" campaign and relief efforts; promoting the "Vietnamese People Prioritize Using Vietnamese Goods" campaign; and coordinating the implementation of programs led and co-organized by the Vietnam Fatherland Front.

To effectively and sustainably implement the movements, campaigns, programs, and plans set forth, the Standing Committee of the Vinh City Fatherland Front Committee focuses its activities on the grassroots level with the motto "The Fatherland Front at all levels in Vinh City with the 5 self-governance movements in residential communities," which includes: self-governance in urban order, self-governance in environmental sanitation, self-governance in security and order, self-governance in wedding and funeral matters, and self-governance in food hygiene and safety.

The conference also discussed the contents and regulations regarding the election of the People's Council for the 2016-2021 term. Delegates engaged in lively discussions on city-wide issues, reaching down to the neighborhood and residential areas; among them were many heartfelt opinions on the "National Unity Campaign for Building New Rural Areas and Civilized Urban Areas".

The conference agreed on solutions to promote the self-governance movement, replicate successful models and best practices implemented under the leadership of the Vietnam Fatherland Front, and focus on launching the "National Unity Campaign for Building New Rural Areas and Civilized Urban Areas" with the five practical contents outlined.
